How can you make a difference?

HR Associates provide input into the design and development of improved transactional services and delivery processes. Working with a high degree of operational independence they are accountable for the achievement of overall service delivery results in one or more HR activities. The scope of HR work typically covers two or more transactional HR activities (i.e. recruitment, entitlements management and servicing, classification, staff development, performance management etc.) as generalist yet requiring the handling of complex and intricate HR matters on which quality and authoritative procedural advice is provided to the supervisor. Specific responsibilities are highlighted below:

1. Support to business partnering

  • Support the business partners in developing initiatives to encourage employee well-being and employee recognition schemes
  • Support the management of change processes by advising clientele on changes to HR processes under the guidance of HR Business Partner
  • Support the business partners in assisting clientele in using HR systems such as talent management, agora and achieve.
  • Support clientele in interpretation of UNICEF policies, guidelines and processes

2. Support in processing of entitlement and benefits

  • In consultation with supervisor, analyze, research, verify, and compile data and information on cases that do not conform to UN or UNICEF’s HR Rules & Regulations, to support consistent and equitable application of decisions and implementation of agreed upon action.
  • In consultation with supervisor, analyze, research and verify information for the purpose of responding to staff queries on areas related to benefits and entitlements
  • Initiates the processing of a wide range of personnel actions in accordance with UNICEF rules and regulations, by ensuring all relevant forms and actions are completed by staff and forwarded to the GSSC.
  • Maintains and prepares all personnel-related records and files, ensuring all information on each staff member is up-to-date and accurate.
  • Administers Leave entitlements, Travel Entitlements (Education Grant Travel, Home Leave, Special Leave Without Pay etc) and supports clients with administration of personal entitlements through UNICEF tools.
  • Administer contract renewals for staff at different employment categories.

3. Support in recruitment and placement

Support the section with recruitment and selection process for staff at different categories starting from planning and implementing recruitments to onboarding staff:

  • Plans the implementation of the recruitment case through a Strategic Discussion with Hiring Manager.
  • Prepares and launches Vacancy Announcements, prepares longlisting of candidates and administers the assessments in coordination with Hiring Managers and panel (test, interviews etc).
  • Attends interviews as HR Representative and participates in the assessments as fully voting panel member along with other panel members.
  • Finalizes all the documentation (selection report etc) and gets appropriate approvals.
  • Liaises with candidates in the various stages of the recruitment process. Provides timely feedback to candidates after each stage of the recruitment process.
  • Initiates and follows up on reference checks and academic verifications, and ensuring the completion of other background checks.
  • Monitors life-cycle of recruitment process to update supervisor as necessary with high focus on KPIs and diversity.
  • Supports with job classification of newly established posts.

4. Administer onboarding for newly recruited staff

Once the offer of appointment is accepted, initiates the full cycle onboarding process for newly recruited staff:

  • Coordinates with staff and hiring section to identify the start date
  • Prepares Installation Sheet and shares with all concerned sections to ensure required equipment and access is issued in advance
  • Schedules induction briefings with all concerned sections/parties with the new staff
  • Supports with organizing and administering the quarterly orientation programme
  • Collects feedback from staff on the process for more efficiency and effectiveness of the process
  • Update onboarding tracking sheet

5. Administer offboarding process

Once staff separation/reassignment is confirmed, initiates the full cycle of offboarding process:

  • Sends clear instructions for concerned staff to start clearance process
  • Supports staff in finalizing required clearance documentations
  • Coordinates with other Operations Sections to ensure UNICEF account and equipment is handed over and initiate separation process in UNICEF system
  • Schedules Exit Interviews
  • Updates offboarding tracking sheet

Other:

  • Administers Internship Programme (recruitment and placement, guidance/support, onboarding/offboarding etc).
  • Supports with implementation of Office Improvement/Wellbeing Plan in coordination with team members.
  • Supports with organizing and administering different events and initiatives
  • Other duties assigned by supervisor

To qualify as an advocate for every child you will have…

  • Education: Completion of secondary education, preferably supplemented by technical or university courses related to the work of the organization.
  • Experience : Overall a minimum of 6 years of progressively responsible human resources, administrative or clerical work experience is required which at least includes minimum of 4 years’ experience in Human Resources Administration. Experience in administering recruitments and benefits and entitlements is an asset.
  • Language: Fluency in English and Arabic is required.
