The Senior Strategic Human Resources Specialist reports to the Director of Human Resources (DHR).

Responsibilities Develops a People Strategy to attract, recruit and retain the Agency’s workforce, creating a more people-centered organization that focuses on the development and welfare of its employees to better serve its beneficiaries. This includes (i) defining UNRWA’s workforce under various categories of personnel (international, area staff and complementary personnel) including in relations to compensation, benefits and career track for each category (ii) developing strategies to enable HR Department to strengthen business partnership (iii) Defining a culture of accountability of of managers in leading and developing human resources effectively. (iv) Providing processes, systems and tools to monitor managers’ accountability.

Through a consultative process involving the Director of Human Resources and other senior management and key staff members, develops People Strategy focusing on talent management, strategic workforce planning, performance management, talent reviews, career management, HR policies, leadership development, learning, staff well-being, equality, diversity & inclusion, and engagement.

Reviews UNRWA Strategic Plan 2023-28 and aligns People Strategy against the Agency’s outcome and objectives.

Conducts a comparative analysis against civil servants and other UN agencies People Strategy and incorporates best practices.

Prepares a project plan, including timelines and milestones for the elaboration of the proposed measures and targets. Project plan to include consultation with all stakeholders in Field and HQ offices.

Develops phased evaluation methodology and implementation plan to ensure that the People Strategy is implemented. Plan to include cost benefit analysis to implement various aspects of the People Strategy and prioritization in terms of financial viability and key outcomes for the Agency.

Obtains final approval of contents from relevant stakeholders through preparation of submission for Executive Advisory Group followed by endorsement by the Executive Office.

Education An advanced university degree (Master’s or equivalent) from an accredited educational institution in human resource management, Business Administration, Public Administration, or related field.

Work Experience At least 8 years of progressively responsible and relevant professional experience in developing and implementing effective people strategies and change is required.

Unless already serving as an international staff member in the UN Common System, a candidate for an international post must have at least 2 continuous years of international relevant experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport, or a national identity number is required.

Experience in analyzing and reviewing current strategic human resources trends is required.

Experience in developing measurements and targets to measure progress in human resources strategies is required.

Experience in drafting corporate reports and strategy documents on human resources management is required.

Strong track record effectively delivering key change projects and strategic initiatives is desirable.

Knowledge of the mandate and mission on UNRWA as well as the cultural, political and social environment in which it operates is desirable.

An advanced university degree (Master’s or equivalent) from an accredited educational institution in human resource management, Business Administration, Public Administration, or related field is required.

Languages Excellent command of written and spoken English is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Type of Contract and duration: Temporary Appointment for 6 months, with the possibility of further extension, subject to availability of funds, need and performance.
