Org. Setting and Reporting The Economic and Social Commission for Western Asia (ESCWA unescwa.org) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.

This Senior Human Resources Assistant position is located in the People Management Central (HR) of the Resource Management and Service Development Division (RMSDD) of ESCWA. The Senior Human Resources Assistant reports directly to the Chief of PMC (HR).

Responsibilities Within delegated authority, the Senior Human Resources Assistant will be responsible for the following duties:

Recruitment and Placement: •Participates in the selection of candidates for secretarial, clerical and related categories positions, including evaluating and screening applications of such candidates, preparing profiles of candidates, and conducting preliminary interviews, and conducting roster searches for vacancies and identifying short-list of candidates. - Supports the filling of positions for all categories, including posting of job openings, reviewing candidate eligibility, serving as HR representative in interviews and CRB reviews, conducting reference checks and academic verifications, ensuring the completion of the pre-recruitment formalities (visa, medical clearance; etc.), calculating salaries and related benefits, and preparing and dispatching offers of appointment and statement of emoluments. •Supports Hiring Managers on the application of relevant modules in Inspira, the UN Secretariat's human capital management system (HCM). •Provides input into policy development. •Schedules and coordinates entry tests. •Assists in organizing and coordinating competitive recruitment examinations. •Maintains digital job opening files, tracks the progress of recruitment, and updates managers on necessary actions. •Reviews and processes personnel actions through Umoja, the UN Secretariat's enterprise resource planning system (ERP).

Administration of Staff Contracts and Benefits & Entitlements: •Supervises and supports maintenance of Umoja entitlements reference tables. •Reviews and processes data pertaining to conditions of service. •Reviews and processes requests for entitlements and exceptions to the Staff Rules and Regulations concerning travel entitlements, currency of payment of emoluments and rental subsidy. •Monitors issues on conditions of service of staff and advises the supervisor of any developments. •Advises managers and staff members on matters related to staff contracts, benefits & entitlements. •Personnel administration processing; analyzing, executing and approving actions for onboarding, movements, separations and contract renewals for staff and non-staff members, when applicable, including dependency allowances, education grant, rental subsidy and others.

Learning and Development: •Assists in the development of career development programme. •Assists in the organization and conduct of training courses and workshops.

Classification: •Assists in reviewing and processing requests for classification. •Provides advice and answers general queries on classification procedures and processes. •Assists in providing documentation and background materials relating to classification appeals.

General: •Supervises the maintenance of automated databases and the centralized reference and filing systems. •Undertakes research on a range of HR related issues and prepares notes/reports. •Conducts research on precedents, policy rulings and procedures. •Supervises compilation and preparation of statistical reports on HR related issues. •Assists in the preparation of information circulars for HR related issues. •Conducts exit interviews for separating staff and assists him/her in final arrangements. •Provides general office support services; processes, drafts, edits, proofreads and finalizes for signature/approval, a variety of correspondence and other communications; performs budget preparation input monitoring and implementation in Umoja, etc.; sets up and maintains files/records (electronic and paper); schedules appointments/meetings, monitors deadlines, etc. •Prepares written response to queries concerning HR related matters. •Trains and provides supervision to new and lower-level staff in the unit. •Performs other duties as required.

  • CLIENT ORIENTATION: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

    Education High school diploma or equivalent is required.

    Work Experience At least ten years of progressively responsible experience in human resources management, administrative services or related area is required.

    At least two years of experience and demonstrated proficiency in the application of an enterprise management system (ERP) in performing tasks and transactions related to human resource management is desirable.

    At least three years of experience in the interpretation and application of human resources policies is desirable.

    At least three years of experience in the administration of contractual modalities, and salaries, benefits and entitlements is desirable.

    At least three years of experience in recruitment against various kinds of contracts: staff appointments, consultancy, individual contractor, service contracts; etc. is desirable.

    At least one year of experience in functions related to learning and development is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. In addition, Arabic is a working language at ESCWA. For this position, fluency in English is required. Fluency in Arabic is desirable. Note: "Fluency" equals a rating of 'fluent' in all four areas (speak, read, write, and understand) and "Knowledge of" equals a rating of 'confident' in two of the four areas.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test when they are short-listed for a job opening.
