Result of Service The new ESCWA operating model puts greater emphasis on achieving results. Two studies/evaluations recently commissioned by ESCWA clearly identified the need for capacity building in relation to achieving policy influence in project design and implementation, including behavioral best practices in project implementation. ESCWA/SPARK has already developed an internal Project Design for Policy Influence (a Results-based Management) training and will deploy its internal capacity to deliver it. An additional training course on “Behavioral Best Practices to Ensure Policy Influence in Project Implementation” is envisaged to complement the said Project Design for Policy Influence course; however, ESCWA and/or SPARK lack internal capacity to deliver such an additional vital training. To maximize the benefit and enable ESCWA to develop internal capacity which will subsequently be able to provide guidance to project coordinators and project staff on best behavioral practices in project implementation, ESCWA seeks a consultant who will be able to deliver the sought training and work to enhance the capacity of two SPARK Section staff.

The consultant will ultimately:

  • Preparation of the required training material, including presentations, exercises, leader’s notes (2 days).
  • Three half-day in-person interactive training sessions (December 2022; Beirut/Lebanon) (1 and ½ days).
  • Provide workshop participants with on-going and timely feedback after the workshop period (1/2 day).

The contract will cover the below 2 periods: - 21 November – 5 December 2022 (total of 2 days): preparation of the workshop and consultations with ESCWA/SPARK on training content - 6-13 December 2022 (total of 2 days): on-site workshop delivery and workshop follow-up (feedback to participants, etc.).

Duties and Responsibilities The objective of the consultancy is to design and deliver a training on behavioral best practices to ensure policy influence in project implementation to a selected number of ESCWA project coordinators and project staff, in view of strengthening the project implementation at ESCWA.

The scope of work to be performed by the consultant will cover:

  • Design of the training programme: design of agenda, training material, exercises, presentation slides and other learning material for the “Behavioral Best Practices to Ensure Policy Influence in Project Implementation” training programme to be held over 1.5 days.
  • Coaching of two Strategy, Planning, Accountability, Results and Knowledge (SPARK) Section staff during the process with the aim to enhance their capacity as potential Trainers of Trainers.
  • Deliver the “Behavioral Best Practices to Ensure Policy Influence in Project Implementation” interactive training workshop in person in Beirut over the period of 1.5 working days (3 half-day sessions, including feedback tutorials) and provide participants with on-going and timely feedback and advice throughout and after the workshop period (1/2 day).
  • Coach the two potential trainers of trainers before and after the delivery of the training workshops and provide a clear report on the evaluation of the skills, strengths, weaknesses and areas for improvement for each of the two potential trainers.

    Qualifications/special skills Advanced university degree (Master’s degree or equivalent) in business or public administration, social or political sciences, education or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of five years of experience in training/academic teaching, including developing and delivering substantive training/academic material and delivering lectures and workshops is required. Experience in delivering UN training programmes is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For this assignment, perfect command of written and oral English is required.
