Duties and Responsibilities

The Convention on the Conservation of Migratory Species of Wild Animals (CMS) is a global intergovernmental treaty aimed at the conservation and sustainable use of migratory species and their habitats. Numerous additional intergovernmental instruments on migratory species conservation have been adopted under the broad umbrella of CMS which are supported by the CMS Secretariat. In addition, two regional agreements on migratory species adopted under CMS have their own Secretariats which are co-located with the CMS Secretariat in Bonn - the Agreement on the Conservation of African-Eurasian Migratory Waterbirds (AEWA) and the Agreement on the Conservation of European Populations of Bats (EUROBATS). The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. In the present context, UNEP provides the administrative functions for the CMS, AEWA and EUROBATS Secretariats. The Secretariat of the Convention on the Conservation of Migratory Species (CMS) is seeking two report writers to serve at the 57th Meeting of the Standing Committee, 22 March 2026, 15th Meeting of the Conference of the Parties (COP15), 22 – 29 March 2026 and 58th Meeting of the Standing Committee (StC58), 29 March 2026 in Campo Grande, Brazil (15 days of work in total). The report writers are needed to write accurate summaries of these meetings. These reports shall be produced as soon as possible, daily during the COP and in any case, a complete draft within one month after the closure of COP15 and provided to the Secretariat for comment. Based on the comments received, these reports should be amended and submitted to the Secretariat for final approval. Specific tasks: 1) Service the meetings with the purpose of taking notes of the debates and decisions taken. The Secretariat will provide the Report Writers with copies of all the relevant documents, including copies of set speeches (opening remarks etc.) in advance, where they are available. 2) Contribute to producing daily report during COP 15 and a first draft of the report of the meeting using notes and if necessary, audio recording from the meeting provided by the Secretariat. The reports are expected to reflect the main elements of the discussions under each item of the agenda, and include decisions taken. General reference as regards the format of the reports and the level of detail required will be the reports of preceding relevant meetings. The reports may need to include annexes, such as documents produced by working groups established during the meetings. The final report so prepared will be submitted to the Secretariat for review/comments as soon as possible after each meeting (but in any case, within one month). A second draft of the reports based on comments on the first draft, which the Report Writers will receive from the Secretariat, will be produced and submitted to the Secretariat for final approval.
