PURPOSE OF THE JOB

Knowledge Management Officer accountable strengthening knowledge and information management, learning and information sharing by documenting good practices and lessons learned of successful programmes and flagship initiatives, as well as by providing professional expertise and assistance in advocating for an environment whereby relevant data can be brought to a structure that supports the efficient management of data and information in the context of UNICEF programme. The Officer plays a leading role in knowledge sharing and information exchange within and between programme sections. In addition, the Officer serves as a champion who provides technical guidance and hands-on operational support throughout the programming processes to facilitate the achievement of results on programmes/projects in line with UNICEF Poland office.

Key End-Results Expected

  1. Data collection and analysis to support all UNICEF programmes
  2. Knowledge-based programme development and planning through timely monitoring and measurement of changes in conditions due to programme or policies in country or conducted with the participation of relevant partners and provided to the Office and national partners to facilitate national planning, and assess the impact of the programmes and policies, and report on the progress being made.
  3. Key performance indicators are systematically monitored and data for key indicators of the Refugee Response Plan and management reports are collected, analyzed and made available to management.
  4. Networking and partnership building with the government, CSO and UN partners.
  5. The monitoring and evaluation capacities of Office staff and national partners are strengthened, enabling them to increasingly engage in and lead monitoring and evaluation processes.
  6. Innovation, knowledge management and capacity building.

KEY ACCOUNTABILITIES and DUTIES & TASKS

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

1. Data collection and analysis to support all UNICEF programmes

Duties & Tasks

  • Support data collection, analysis, dissemination processes relevant to programme needs.
  • Proactively gather information from key stakeholders of which may be helpful for informing decisions.
  • Provide the necessary tools and approach to run assessments.
  • Manage collected data through surveys and assessments.
  • Identify secondary data and information resources that would complement information needs of UNICEF country office, as appropriate.
  • Organize and maintain contact directories of partners using standard formats agreed with relevant stakeholders.
  • Liaise with other agencies and IM Focal Points (as required) for data/information and knowledge that can inform UNICEF programme decisions.
  • Support and train POs at UNICEF Programme sections and zonal offices for ensuring systemized use and approach of M4R tools.
  • Develop simple and effective tools for information sharing, using innovative technology solutions.

2. Knowledge-based programme development and planning

Duties & Tasks

  • Support Programme sections and field offices and work closely with POs in the preparation, design and updating of the situation analysis for the programme sections to ensure that current and comprehensive data on refugee child and youth adolescent issues is available to guide UNICEF’s strategic policy, advocacy, intervention and development efforts on sectoral programmes and overall knowledge management.
  • With support from supervisor set priorities, strategies, design and implementation plans. Keep abreast of development trends to enhance Office knowledge management, efficiency and delivery.
  • Undertake lessons learned review of successful and unsuccessful knowledge management experiences and share observations/findings with programme sections and zonal offices, so best practices and insights can inform UNICEF Poland’s programming and knowledge management work.
  • Work closely and collaboratively with internal colleagues and partners to discuss strategies and methodologies, and to determine national priorities to ensure the achievement of concrete and sustainable results.

3. Key performance indicators are systematically monitored

Duties & Tasks

  • As part of the Humanitarian Performance Monitoring requirements, continuously follow up with internal colleagues and national partners for data gathering and information reporting.
  • Liaise with UNICEF programme sections and the sector leads for data verification and information dissemination.
  • Develop standardized reporting platforms for internal and external reporting.
  • Collaborate in providing training to internal colleagues and sector partners on tools and platforms used in UNICEF specifically or at interagency level.

4. Networking and partnership building

Duties & Tasks

  • Build and sustain effective close working partnerships with relevant government counterparts, national stakeholders, and academia through active networking, advocacy and effective communication to build capacity, exchange knowledge/expertise and to reinforce cooperation to achieve sustainable and broad results.
  • Prepare communication and information materials for the Office programme advocacy to promote awareness, establish partnerships and support data and system strengthening for sectoral programmes.
  • Participate in appropriate inter-agency discussions to collaborate with inter-agency partners/colleagues on planning and preparation of programmes/projects ensuring organizational position, interests and priorities are fully considered and integrated in development planning and agenda setting.

QUALIFICATION AND COMPETENCIES

Education****:

University degree in social sciences, development planning, planning, evaluation, survey implementation, advanced statistical research.

Work Experience****:

  • At least 2 years of professional work experience in programme development and implementation including monitoring and evaluation activities as follows:
  • Two years of relevant professional work experience. Developing country work experience or field work experience
  • At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.

    Language Proficiency

Fluency in English and Polish is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
