Established shortly after the war in Ukraine escalated in February 2022, the UNICEF Refugee Response Office in Poland has been working together with civil society and government partners at the local and central levels to strengthen systems, expand and adapt existing services, support policy development, provide technical expertise and capacity building. Two years on, we continue to work together to ensure refugee children and adolescents in Poland continue learning, families stay healthy and safe, and that best interests of all children, including the most vulnerable, are always prioritized in decision-making.

As the office exits from humanitarian action/response, the recovery/resilience/development programmes remains in the country and continue to support the Poland Government on specific thematic areas.

How can you make a difference?

The UNICEF child protection programme has been working closely with the Ministry of Family and Social Policy, the Ministry of Justice, 13 municipalities and CSOs and have contributed to strengthening the capacity of the child protection system and services at the national and local level focusing on refugee children. The system enhancements focus on the areas of alternative care, prevention of VAC, and ensuring access to justice, as well as social integration of most vulnerable children and families.

UNICEF work with implementing partners includes systematic monitoring and regular reporting, mainstreaming of mechanisms for accountability to affected population and prevention of sexual exploitation and abuse guided by respective UNICEF corporate policies and regulations.

As part of the UNICEF RRO programme on child protection, this consultancy assignment will provide support to the Child Protection Section in field monitoring and reporting, introduction of accountability to affected population and prevention of sexual exploitation and abuse mechanisms with implementing partners.

SCOPE OF WORK:

  • Organization and implementation of programme visits and field monitoring visits to implementing partners in consultation with respective programme officers. Prepare reports as per agreed office template.
  • Provision of support to implementing partners and the Child Protection (CP) section in the regular reporting process, including provision of guidance on agreed indicators, review of submitted reports and provision of feedback, provision of inputs into Activity Info data portal.
  • Provision of assistance to implementing partners for development of feedback and AAP (Accountability to Affected Populations) mechanisms as per the Office AAP strategy.
  • Provision of assistance for the PSEA (Protection from Sexual Abuse and Exploitation) assessments of partners, development and implementation of action plans.
  • Provision of additional support to CP section as agreed with supervisor.

PLANNED TASKS AND MILESTONES:

Conduct programme visits and field monitoring visits in consultation with respective programme officers. Prepare reports as per agreed office template.

Provide support to partners and the CP section in the regular reporting from the implementing partners, including guidance on indicators, submission of regular reports, completing the Activity Info data.

Provide assistance to implementing partners for development of feedback and AAP mechanisms as per the Office AAP strategy.

Provide assistance for the PSEA assessments of partners, development and implementation of action plans.

Additional support to CP section as agreed with supervisor.

To qualify as an advocate for every child you will have…

  • Bachelor's university degree. Completion of high education is required in the area of social work, psychology, law, administration or another relevant field.
  • A minimum of three years of relevant professional experience in a combination of the areas project management, monitoring, and child protection.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English and Polish is required. Knowledge of Ukrainian and Russian will be considered an advantage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.

This position is a short-term assignment and doesn’t give rise to a long-term permanent post with the organization.

Applicants are required to include in their applications a financial proposal which includes a lumpsum amount for consultancy fees, local transportation and other miscellaneous costs. Breakdown or details of the fee will be much appreciated.
