Purpose of Activity/Assignment:

UNICEF works with the Government, national and international NGOs, and the private sector to deliver humanitarian and regular development programmes for women and children in Poland, including in boarders’ areas. UNICEF has also been implementing programs including WASH, Health, Nutrition, Child Protection, Education and ADAP (Adolescent Development and Participation) across country.

In addition, the Country Office has identified need to strengthen its monitoring work as a management priority. As a result, UNICEF is seeking to contract a suitable individuals that can conduct Monitoring and Reporting of its programs throughout the country.

Scope of Work:

The objective of the Monitoring and Reporting is to monitor UNICEF –supported programs and interventions, and to provide evidence-based information and data on programme implementation, namely progress and results achieved against set indicators and targets, experienced bottlenecks or constraints, lessons learned, and quality of implemented activities.

It is expected that the information collected during monitoring activities will be made available in (near) real time by means of technology and that it contains additional media as requested (GPS coordinates, audio, pictures video, samples of relevant printed materials, links to digital assets, etc). This information should be quickly and easily retrievable by UNICEF staff for analysis and action, and therefore technology supported solutions will be used for faster collection, sharing and packaging of data.

Expected Results:

As a result of putting in place such a monitoring system, UNICEF expects to be able to make faster, well informed planning decisions regarding its ongoing as well as future programmes implementation. In order to address the above-mentioned objective, the third-party contract will include, but not be limited to, any of the following monitoring related activities:

  • Consult with UNICEF responsible programme staff, implementing partners and government counterparts in order to verify status and location of implemented activities. Based on the results of the consultations undertake programmatic field visits for the purpose of monitoring UNICEF supported programmes, assess made progress in activities and realization of the targets of indicators, and submit immediate programme field visit reports.
  • Document and report on delivery of UNICEF’s inputs (e.g. supplies, financial, material or human resources) and inform about any gaps and constraints observed during the field visits and lessons learned. Report should include documented evidence i.e. GPS coordinates, photographs of facilities visited, telephone contacts of individuals interviewed.
  • Check if UNICEF’s contribution is adequately acknowledged, communication and visibility guidelines have been fully respected. Inform UNICEF about key emerging issues arising from the field affecting children, adolescents,
  • or women, i.e., disease outbreaks, malnutrition, movement of population and systematic exclusion of certain groups of people including minorities.
  • Undertake special, high priority assignments on a needs basis and as tasked by UNICEF.

Methodology

The individual contractors should develop monitoring work plans in consultation with the program sections and considering the key program documents, reports from the implementing partners, and available data. The proposed monitoring work plan will be discussed and finalized with the requesting UNICEF programme section and the Planning, Monitoring and Evaluation Specialist in the office.

The individual contractors will then be responsible for conducting the agreed monitoring visits, in order to collect the data and information required. In between monitoring visits, UNICEF might require additional monitoring information, and will communicate to the contractor about required changes. As mentioned in the previous point, timeliness and efficiency are key in the process and digital systems for data collection, cleaning, storage and dissemination will be used. Such systems are recommended not only for faster data collection and dissemination as well as sharing and transfer of survey forms and data collection tools.

At the end of each monitoring activity the individual contractors will submit / upload the data and information collected to a UNICEF designated location / server and prepare a brief monitoring report highlighting major findings in a digital format, packaged and formatted in accordance to UNICEF’s requirements.

Minimum Qualifications required:

University degree in Demography, Statistics, Social Sciences and any other related technical field is required.

Knowledge/Expertise/Skills required:

Skills and Experience:

  • Polish citizens and/or other nationals with legal residency and work permits.
  • Minimum three years of work experience in Poland in the next areas: conducting monitoring/assessments and reporting for UN agencies, bilateral donors and/or INGOs.
  • Have a good understanding of the implementation of UNICEF programs in an emergency context for WASH, Child Protection, Health, Nutrition, Education and ADAP.
  • Digital skills to create digital forms and collecting data via digital tool (e.g. Kobo Toolbox, InForm, etc.).
  • Experience in data analysis and survey report writing.

Other competencies:

  • Excellent communication and interpersonal skills.
  • Excellent oral and written communications in English and Polish required;
  • Demonstrated ability to work in a multicultural environment and to establish harmonious and effective relationships both within and outside the organisation, more specifically with the municipalities and CSOs.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
