Job Description

Job Overview/Summary: The International Rescue Committee is seeking a Sr. Program Officer, Measurement and Partnerships for an Office of Refugee Resettlement (ORR) program, Switchboard. Switchboard is a one-stop resource hub for refugee service providers in the United States. Switchboard provides training and capacity-building services to ORR-funded refugee service providers in the United States, including resettlement agencies and affiliates, state agencies, ethnic community-based organizations, and others. Switchboard maintains a large portfolio of partnerships that contribute expertise and support delivery of training and technical assistance in various program areas. The. Program Officer, Partnerships will be responsible for ensuring that Switchboard’s subaward, consultant, and vendor partnerships are productive, aligned with program needs, and compliant with IRC and funder requirements. This staff person may be located anywhere in the United States.

Major Responsibilities:

· Serve as main focal point for Switchboard’s portfolio of sub-award, consultant, and vendor partnerships

· Ensure all Switchboard partnerships are opened, maintained, and closed in accordance with the IRC’s Partnership Excellence for Equality and Results System (PEERS) as well as relevant funder rules and regulations

· Review partners’ programmatic reports and supporting documentation, flagging any compliance or programmatic issues that may arise

· Together with Switchboard team, provide feedback, capacity-building, and problem-solving support to partners as needed

· Together with Switchboard’s administrative support staff, ensure all partner, consultant, and vendor invoices are received, processed, and paid in a timely and accurate manner

· Champion IRC’s partnership principles of equality, transparency, responsibility, complementarity, humility, and results-oriented approach

· Provide input into Switchboard reports, including monthly activity updates and semi-annual Performance Progress Reports.

Job Requirements:

· Bachelor’s Degree in related field (or equivalent experience)

· Minimum of 4 years of professional experience related to partnerships and/or program compliance

· Demonstrated experience managing relationships with subawardees, consultants, sub-contractors, and/or vendors

· Demonstrated experience reviewing/monitoring program documentation and reports for program compliance

· Preferred: Familiarity with refugee resettlement and Office of Refugee Resettlement (ORR)-funded programming

This position is contingent on receipt of grant funding.

Working Environment: Standard office and/or remote working environment. This role may require working remotely full or part time and part time remote employees may be required to share workspace.
