Job Overview:

Implemented by the International Rescue Committee, the Cultural Orientation Resource Exchange (CORE) is a technical assistance program that connects and supports refugee resettlement staff globally to deliver effective Cultural Orientation (CO), which helps refugees achieve self-sufficiency in the United States. CORE’s portfolio includes capacity building and training for service providers, including staff at Resettlement Support Centers and across a national network of Resettlement Agencies, and providing multiple digital platforms and multilingual digital information services for newcomers through Settle In.

The Director of the Cultural Orientation Resource Exchange (CORE) sets the vision, expectations, and requirements of the program and oversees the day-to-day operations of CORE. The Director is responsible for the hiring, supervision, and development of staff. The position is also responsible for partnership management and growth, as well as managing programmatic budgets and the monitoring and evaluation of the program. The Director of CORE reports to the IRC Senior Director of Learning. CORE and its 20+ member team is a part of the Resettlement, Asylum & Integration department, and the Director is a member of leadership within the Research, Analysis, and Learning unit.

Major Responsibilities:

- Provide leadership and direction to project teams and ensure that the design and implementation of CORE’s objectives achieve the greatest possible impact. - Direct strategy of CORE, including communicating effectively to all stakeholders, proposal development, holding and sharing a programmatic vision, and guiding staff for high delivery. - Lead annual and ongoing work planning and related coordination with staff and internal and external partners. - Provide direct management and oversight of CORE, including the recruitment, supervision, development, and evaluation of staff. - Represent CORE at internal and external meetings, convenings, and workshops. - Serve as point of contact for PRM and other external stakeholders as relevant, including maintaining a positive and responsive relationship. - Take the lead on program reporting, proposal development, and communications initiatives. - Provide financial and technical management to ensure the best use of resources by preparing sound budgets and monitoring project expenses. - Ensure that all CORE activities comply with donor and IRC standards of professional conduct. - Oversee day-to-day operations. - Other responsibilities as assigned.

Requirements:

- Bachelors degree in a related field required, advanced degree a plus; - Minimum 10 years progressive work experience with social service or humanitarian assistance programs with proven leadership and strategic planning experience; - Minimum 5 years of program management experience, with a preference for experience with digital programs; - Proven people management and leadership skills: the ability to lead diverse staff, promote an inclusive work environment, and champion for psychological safety and well-being; - Previous financial management and business development experience: the ability to effectively manage multiple budgets from public and private funding sources - Solid diplomatic and networking skills: the ability to effectively manage a variety of internal and external relationships, including relationships with donors and government officials; - Demonstrated knowledge of the US Refugee Admissions Program and CO programs preferred; - Excellent written and oral communication skills: the ability to communicate effectively with colleagues and partners; - Solid organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines; - The ability to be flexible and work well under pressure in a fast-paced team environment; - Solid computer skills: facility with Microsoft Office and email/internet software.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirement.
