Result of Service The new performance management policy promulgated in August 2021 (ST/AI/2021/4) puts a greater emphasis on ongoing conversations, feedback and milestone discussions between the staff members and their respective supervisors. Furthermore, with ESCWA's management plan to implement the 360 feedback and with the identified continuous need for managers to coach staff members especially those facing issues of performance shortcomings, People Management Central (PMC) has identified the need for specific training workshops on the topics of feedback and coaching. To maximize the benefit and having an internal capacity with potential to deliver these training workshops at ESCWA, PMC decided to recruit a consultant to develop these 2 programmes and deliver them as a Training of Trainers to identified PMC staff members in view of certifying them to deliver them as and when needed at ESCWA and for other entities. The need for these 2 programmes is expected to be recurrent, due to the high number of staff members and managers to be trained and the turn-over.

Duties and Responsibilities The objective of the consultancy is to design and deliver a Train The Trainer Certification training to a selected small team of ESCWA staff members, in view of certifying them to deliver performance management and coaching training, as many times as needed at ESCWA.

The scope of work to be performed by the consultant will cover:

  • Design of the training programme: design of agenda, training material, exercises, powerpoint slides and other learning material for the following 2 performance-related training programmes: o Giving and Receiving Feedback (1 day) o Coaching Skills for Managers (1.5 days)
  • Design of a certification programme for the potential trainers to ensure all needed preparations and post-training certification are well structured and pre-defined.
  • Deliver the Train-The-Trainer training virtually: 3 half days few weeks prior to the training and provide participants with on-going and timely feedback and advice to enable them to be ready to independently deliver the training workshops and receive certification.
  • Coach the potential trainers before and after the delivery of the training workshops and provide a clear report on the evaluation of the skills, strengths, weaknesses and areas for improvement for each of the potential trainers.
  • Provide a final detailed report with the above evaluation and recommendation for certification.

    Qualifications/special skills Academic Qualifications: Advanced university degree (Master's degree or equivalent) in human resources management, business or public administration, social sciences, education or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: A minimum of five years of experience in training, including developing and delivering training workshops is required. Experience in delivering UN training programmes is desirable. Language: English and French are the working languages of the United Nations Secretariat. For this assignment, perfect command of written and oral English is required.
