Background Information - BSSC

The UNOPS Bangkok Shared Service Centre (BSSC) is a Shared Services Centre (SSC) unit established for the purpose of providing internal, global, cost-effective transactional services which enhance the operational capacity of UNOPS and standardize systems and procedures. The BSSC, among other functions, carries out high-quality transactional services within the area of personnel contract administration and payroll.

Under the direct supervision of the Payroll Manager, the Payroll Senior Officer ensures effective management and delivery of global payroll services for Individual Contractor Agreements (ICAs), ensuring high quality, accuracy and consistency of work. He/she interprets and applies HR and Finance policies, rules and regulations, implements internal procedures and provides solutions to a wide spectrum of complex Payroll issues.

The Payroll Senior Officer promotes a collaborative, client-oriented approach consistent with UNOPS rules and regulations and contributes to the maintenance of high personnel morale through effective supervision and leadership of the ICA Payroll Team. He/she works in close collaboration with the Programme, Operations and project teams in the field offices and UNOPS HQ personnel, ensuring successful performance in Payroll management.

Functional Responsibilities

  6. Knowledge building and knowledge sharing

    1. Provides supervision to the ICA Payroll Team for both UNOPS ICA and Partner ICA personnel, focusing on achievement of the following results:

  • Guidance and supervision to the ICA Payroll Team
  • Highly motivated personnel thriving in their work
  • Efficient and high quality service to clients according to established service targets

    2. Ensures timely administration of payroll and advice on ICA Payroll queries

  • As the subject matter expert on ICA Payroll, the Payroll Senior Officer provides timely and accurate advice on ICA Payroll matters

  • Increases efficiency of payroll transactions through effective utilization of ERP systems and other available tools
  • Oversees and resolves complex ICA payroll issues escalated to BSSC in coordination with Payroll Management
  • Ensures that ICA payroll is completed and payroll accounts are posted and reconciled accurately and in a timely manner
  • Increases client and partner satisfaction, client understanding and confidence in UNOPS as a credible service provider
  • Offers efficient and high quality service to clients according to KPI targets
  • Actively solicits feedback and guidance from appropriate counterparts to accurately administer payroll

    3. Implementation of HR/Finance strategies and policies

  • Ensures full compliance of payroll activities with UN rules and regulations, UNOPS and Partner policies, procedures and strategies; effective implementation of the internal control, proper design and functioning of the payroll management system

  • Maps payroll business processes and establishes internal Standard Operating Procedures (SOPs) to control of workflows within the Payroll Unit
  • Interprets and applies HR/Finance policies, rules and regulations, and provide solutions to HR-Payroll issues. Liaise with HQ units to promote changes to policy related to ICA payroll
  • Liaises with appropriate counterparts for authoritative decisions and policy interpretations, as necessary

    4. Produces payroll reports and queries

  • Ensures that accurate payroll reports are provided to UNOPS HQ, Auditors and other payroll stakeholders

  • Liaises with the reporting team for the development, testing and bug-fixing of reports and ensures that datasets are established for accurate reporting in the reporting platform for ICA payroll
  • Ensures that all payroll checks and balances reports are developed and maintained in the reporting platform
  • Provides monthly assistance to the insurance and payroll accounting teams on reporting and reconciling the enrollment and premium report for all ICA related insurances and other payroll suppliers.

    5. Focal point for Audit and ICT implementation and development for ICA payroll system

  • Acts as the focal point for ICT implementation and development for ICA payroll systems and process improvements

  • Ensures compliance with internal and external audits.
  • Provides support to BSSC Management in responding to audit observations
  • Provides support to the country office and projects with payroll-related audit enquiries and data requests

    6. Knowledge building and knowledge sharing

  • Organizes trainings for the operations/project staff on payroll-related topics

  • Provides sound contributions to knowledge networks and communities of practice
  • Synthesizes lessons learned and best practices in payroll

Education/Experience/Language requirements

Education:

  • Master’s Degree or equivalent.
  • A first-level university degree, in combination with over three years’ qualifying experience, may be accepted in lieu of the advanced university degree required.

Experience:

  • With a master’s degree, 2 years of relevant experience at the international level in providing payroll services would be desirable. With a bachelor’s degree, 4 years of relevant experience would be required.
  • At least 1 year of experience in leading a payroll team.
  • Good computer skills, including Google Suite, MS Office 2003 and/or newer versions and knowledge of spreadsheet and database packages. Knowledge of Agresso ERP payroll is desirable.

Language Requirements:

  • Fluency in written and oral English.
  • Knowledge of additional UN Official language (particularly in French / Spanish) is desirable.
