Org. Setting and Reporting

OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. This temporary position is located in the Human Resources Section of the Executive Office, United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in Bangkok, Thailand. The Associate Human Resources Officer reports to the Head of the Talent Acquisition, Outreach and Management Unit (Human Resources Officer).

Responsibilities

Under the direct supervision of the Talent Acquisition, Outreach and Management Unit (Human Resources Officer), and overall supervision of the Chief of Human Resources Section, the incumbent is required to perform the following functions: General • Provides advice and support to managers and staff on human resources related matters. • Keeps abreast of developments in various areas of human resources. Recruitment and placement • Coordinates with client offices in identifying upcoming vacancies. • Prepares vacancy announcements, reviews applications, and provides a short-list to clients’ offices. • Reviews recommendation on the selection of candidate by client offices. • Prepares and presents cases to Central Review bodies and committees. • Monitors and maintains a list of staff members in need of placement in close coordination with Human Resources Business Partner Teams. • Supervises the maintenance of the human resources filing system. • Assists in planning, organizing, developing and administering tests related to recruitment of professional, general service and other categories of staff. • Organizes and coordinates the UNHQ Internship Programme Job Openings Other duties • Prepares classification analysis of jobs in Professional and General Service and related categories. • Provides guidance to programme managers on the application of classification policies and procedures and by undertaking whole office review. • Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.

Education

Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related field is required. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two years of progressively responsible experience in human resources management, administration or related area is required. Experience in recruitment and talent sourcing is required. Experience with online recruitment systems and Enterprise Resources Planning systems (such as Inspira or Umoja or similar) is required. Experience in providing human resources policy related advice is desirable. Experience in working in the UN Common System or comparable international organizations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is desirable.

Special Notice

Candidates for the National Professional Officer category shall be of the nationality of the country where this position is located. This post is open to Thai nationals only. Appointment against this post is on a local basis; candidates shall be Thai nationals and will be recruited in the country or within commuting distance of the OCHA office. If no suitable local candidate is identified, Thai nationals residing elsewhere may be considered, in which case the candidate would be responsible for any costs related to travelling and relocating to Bangkok in the event of an employment offer. This is a temporary position and will be available until 31 December 2024. If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a temporary appointment. Any extension of appointment is subject to satisfactory performance and continued availability of the post. Should a current General Service staff member be selected for this temporary position, he/she will be on a temporary assignment and may be granted a special post allowance (SPA), in accordance with ST/AI/1999/17. Locally recruited General Service staff members applying for this post must meet the minimum requirements, including academic qualifications and years of relevant experience. Relevant experience in the General Service category at G-6 and G-7 levels may count towards experience requirements.
