At the Transforming Education Summit (TES) held on 19th September 2022 in New York, global leaders, including African Heads of State committed to transform education globally, and in their respective countries to meet the SDG targets, especially SDG4 and those contributing to education. The Heads of States and Governments of the African Union, met on 20th September 2022 in New York City, USA within the framework of a High-Level dialogue under the theme “Transforming Education in Africa” convened by the African Union Commission and UN Partners including UNICEF to support and align with the momentum generated at the global Transforming Education Summit held on 19 September 2022 in New York City under the auspices of the UN Secretary General. in Africa was presented at the event. As follow-up actions to the High-Level Side Event on Transforming Education in Africa Summit outcomes, UNICEF Comoros is seeking an international consultant who will provide critical support in translating the Declaration on Transforming Education in Africa into a national roadmap with concrete actions and to mobilize greater continental political commitment and action to reverse the slide on SDG 4, reimagine education, and accelerate progress on education.

General objective

This high-level support will be a tandem of an international and a national expert from December 2022 to April 2023. It will consist of: - Assisting the Government of Comoros in furthering the outcomes of the Transforming Education Summit/High-Level Side Event (TES/HLSE) that will be tabled at the African Union Assembly for formal adoption in February 2023. These include the AU Declaration on Transforming Education in Africa and the proposal to make 2023 the “Year of Education in Africa” - Providing the Government/Presidency of Comoros with high-level support for the elaboration of roadmaps regarding the implementation of the Comoros' commitments to the TES and post African Union Summit.

Expected results

Under the overall guidance of the Chief of education and in close collaboration with Government counterparts and the local education group, the consultant will support the Ministry of education, the Office of the President, and the Secretariat General of Government in the development of the following documents and materials:

- Documents and other Advocacy materials for the declaration of 2023 as the "Year of Education" for Africa are available - The multi-sectoral consultation framework - A roadmap for the implementation of Comoros TES commitments is available - Any other tasks requested by UNICEF is implemented

Knowledge/Expertise/Skills required:

  • Bachelors Masters PhD Other Enter Disciplines: Education, Sciences sociales - University degree in economics, education, or other sciences. A PhD would be an asset - At least ten years’ experience in policy dialogue and analysis - Proven expertise within the framework of the Sustainable Development Goals - Proven communication skills, facilitation of group work and drafting of documents in French and English - Fluency in French and English (as the working documents are mainly in English). - Proficiency in MS Office software. - Experience working with UN is an asset

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
