Organizational Setting

FAO's office for Lebanon is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Lebanon. It develops and maintains relations with the relevant Ministries at country level. This position is based in FAO Representation in Beirut, Lebanon. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

Under the overall supervision of the FAO Representative and direct supervision of Assistant FAOR-Administration and in close coordination with other Units and colleagues in the office.

Technical Focus

HR management and implementing HR Policies and procedures.

Tasks and responsibilities

• Demonstrates full compliance of HR activities with FAO rules and regulations in close collaboration with the Regional Office HR Unit, SSC HR and NSHR Units. • Monitors and coordinates the day-to-day activities in collaboration with other units and contributes to the implementation of new or modified Standard Operating Procedure and workflows • Implements HR business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in HR management for the locally recruited consultant • Analyzes and elaborates proposals on the recruitment of locally recruited consultant/NSHR in the office, proper use of contractual modalities, forecast of the staffing needs, performance evaluation and staff career development management. • Process recruitment cases of NSHR personnel. Participates in the selection process, reviewing, interviewing applicants, arranging tests and interviews for candidates. Prepares selection reports and initiate contacts to obtain necessary clearance and endorsements. Prepare offers of employment with complete information on terms and conditions of service. • Initiates personnel actions for the appointment, extension, and termination of assignment for locally recruited consultant/NSHR of the Representation Office and projects. • Provides advice to employees concerning all human resources matters requiring extensive reference to FAO manual on established practices and procedures and prepare correspondence and reports on these matters, in close collaboration with Assistant FAO Representative (Administration) and Regional Office HR Unit • Ensures funding changes ePPRs are made whenever required, in accordance with operational clearance as per FAO rules and regulations • Participates in the HR working groups at inter-agency meetings in the country and attend meetings as scheduled and Coordination with other UN agencies on routine HR matters • Participates in the HR related surveys, UN Country Team local salary survey and other local inter-agency HR-related matters • Ensures facilitation of knowledge building and knowledge sharing with all concerned FAO Personnel • Maintains complete and detailed personnel files of the locally recruited consultant of FAO (selection process, resumes, terms of reference, contract durations, duty stations, basic/advanced security certificates, personal history forms, national identity card copies, personal data sheet, passport size pictures, designation of beneficiary, declaration of non-employment, educational degrees/certificates, health fitness forms). • Investigates and resolve complex personnel queries and initiate follow-up actions in close collaboration with Assistant FAO Representative (Administration), and escalate to the FAO Representative as needed. • Drafts TOR for various positions in close consultation with the management and programme/project managers • Generates various HR reports as and when required by the senior management • Provides information /verifies locally recruited consultant entitlements in conformity with their employment status and coverage by the FAO rules and regulations in close collaboration with Assistant FAO Representative (Administration) • Provides information and assistance to management and FAO Personnel to resolve problems and/or reach agreement on complex issues • Manages leave entitlement and attendance record for all FAO projects and the Representation office. • Develops and manages local rosters. • Performs other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced University Degree in Human Resources Planning and Development, Business Administration or in any related fields. • 6 years of relevant experience in Human Resources • Working knowledge (level C) of English and Arabic • National of Lebanon

• Ability to plan, organize, implement and report • Excellent communication, writing and presentation skills in French, English and Arabic. • The incumbent must possess teamwork spirit, ability to work under minimum supervision, flexibility • Capacity to take initiative, and suggest modifications in the process • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability • Contributes effectively to team work and team outcomes • Demonstrates openness to change and ability to manage complexities • Previous employment INGOs at the National or International level. Experience with a UN Agency is preferable. • Proven experience in reporting and computer skills (Microsoft Word, Excel, Power point, GRMs, any other software programs, etc) • Ability to lead, coordinate and work within a team of professional staff from diverse technical and cultural backgrounds
