Org. Setting and Reporting The Economic and Social Commission for Western Asia (ESCWA unescwa.org) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.

This position is in the People Management Central (PMC) Section, Resources Management and Service Development Division (RMSDD) of ESCWA.

Under the overall supervision of Chief of PMC and the Programme Management Officer for Service Delivery, the Human Resources Partner (HRP) will report to a Senior HR Partner.

Responsibilities Within delegated authority, the Human Resources Partner will be responsible for the following duties in one or more functional areas. She/he is expected to demonstrate proficiency in at least one area, and sufficient working knowledge in the others to be able to support the section during peak workload, special projects, and to back up other team members. Knowledge and skills in all areas should be continuously expanded over the course of one or more performance cycles. The responsibilities of the HRP may vary over the course of the performance cycle(s) depending on the result and skill needs of the section, division and the organization. Scope of service will include both ESCWA internal clients and other UN Entities to whom ESCWA provides HR services.

Recruitment and Organization Management: - Under the guidance of HR Officer and Senior HR Partner, support end-to-end recruitment of staff positions in all categories, UN Volunteers, Interns, and Consultants and Individual Contractors. - Create, extend, loan positions. - Review terms of reference and evaluation criteria, post job openings, Review eligibility vis-a-vis HR policy and other statutory requirements, ensure correct application of evaluation criteria in applicant screening. - Support administration of knowledge, skill, technical and substantive assessments. - Manage logistics for online and in-situ interviews and recruitment reviews. - Facilitate selection of recommended candidate(s) - Verify references, employment history, academic records, criminal records, and records of misconduct and prohibited conduct. - Issue offer of appointment. - Facilitate onboarding, including arrangements for travel, visa, medical clearance, security clearance; etc. - Facilitate entry on duty including compliance with security and safety protocols, provisioning of system IDs, allotment of workspace and equipment; etc. - Induct newly recruited staff and personnel. - Support training (organized and ad-hoc) of Hiring Managers and review bodies on the application of relevant modules in Inspira: the UN Secretariat's human capital management system (HCM), and other third party platforms. - Develop ad-hoc and recurring reports - Maintain online database of recruitment, user experience logs and dashboards.

Administration of Staff Contracts and Benefits & Entitlements: - Under the supervision of HR Officer and Senior HR Partner, support administration of contracts and benefits & entitlements of staff in all categories and appointment types, from on-boarding to separation. - Perform monitoring tasks and generate reports for staff administration and administration of entitlements. - Administer all categories of staff: analyze, review, execute and approve personnel actions for onboarding, movements, separations, contract renewals through Umoja: the UN Secretariat’s Enterprise Resource Planning system (ERP). - Administer staff entitlements analyze, execute and approve actions including dependency, education grant, rental subsidy, mobility, and others. - Support Time Management activities related to time recording and evaluation, absences and attendances; analyze and troubleshoot issues; produce reports and prepare work schedules’ tables. - Prepare documentation, perform all necessary arrangements, and process staff separations, retirements, terminations. - Monitor payroll cut-off dates; assist in the analysis of payroll troubleshooting cases. - Advise managers and staff members on matters related to staff contracts, benefits & entitlements.

Learning and Development: - Assist in the organization and delivery of training courses and workshops. - Provide logistics and administrative support to trainers.

Classification: - Assist in reviewing and processing requests for classification. - Provide advice and answer general queries on classification procedures and processes.

General: - Maintain HR related automated systems and applications including automated databases containing HR related statistics and prepare periodic reports. - Undertake research on a range of HR related issues and assist in the preparation of notes/reports. - Provide general office support services; process, draft, edit, proofread and finalize for signature/approval a variety of correspondence and other communications. - Trains and provides supervision to new and junior staff in the Section. - Performs other duties as required.

    Education High school diploma or equivalent is required.

    Work Experience At least seven years of progressively responsible experience in human resources management, administrative services or related area is required. At least two years of experience and demonstrated proficiency in the application of an enterprise management system (ERP) in performing tasks and transactions related to human resource management is desirable. At least two years of experience administering contracts and complex benefits and compensation packages for international staff, including assignments in field locations, is desirable. At least two years of experience with online recruitment platforms (e.g. Inspira, Peoplesoft, SuccessFactors, Taleo; etc.) performing the full range of tasks in recruiting international staff is desirable. Experience in providing services to clients through phone, electronic platforms, in-site visits and using a Customer Relationship Management system (CRM) is desirable. Experience supporting clients and colleagues in different locations and time zones is desirable. Demonstrated ability to conduct research, analyze issues and draft documents in the context of administration and human resources is required. Experience in one or more of the following areas is desirable: Learning and Development, Performance Management, Conflict Resolution, Employee Relations. Experience in data analysis, data visualization and developing presentations, and proficiency in related software, is desirable. Experience in process improvement and process automation is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. In addition, Arabic is a working language at ESCWA.

For this position, fluency in English is required. Fluency in Arabic is desirable. Fluency in French is desirable.

Note: "Fluency" equals a rating of 'fluent' in all four areas (speak, read, write, and understand) and "Knowledge of" equals a rating of 'confident' in two of the four areas.

Assessment Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat.
