Org. Setting and Reporting The position is located in the Central Review Bodies Secretariat, Global Strategy and Policy Division, Office of Human Resources. The incumbent will report directly to the Chief of the CRB Secretariat.

The Global Strategy and Policy Division serves as the central strategic authority for all matters pertaining to the management of human resources. It ensures that the Organization has the strategies, policies, frameworks and tools to attract, develop and retain a talented and diverse global workforce. It nurtures a culture of engagement, leadership and results. It provides policy, strategic and thought leadership, innovations and solutions for the end-to-end management of talent: from strategic workforce planning; talent acquisition; organizational and staff development and growth; performance management; including Organization-wide mobility and appropriate duty of care, for all Secretariat staff.

Responsibilities Under the guidance of the Chief of the Secretariat of the Central review Bodies (CRBs), the incumbent will serve as the Secretary to the Central review Board (CRB), Central Review Committee (CRC) and the Central Review Panel (CRP). The incumbent will:

•Oversee planning and organizing virtual meetings of the CRBs in New York; •Plan and provide training to members of the CR bodies in NY, including its electronic support tool (Inspira); •Plan and coordinate the establishment of the membership of the CRB; •Oversee the members’ participation in meetings and take corrective action in instances that quorum is lacking; •Contribute to improving partnerships with clients (Hiring Managers, CRB members, other CRBs) and other counterparts for joint development of guidance, ideas and sharing of information on staffing policies and procedures; •Assist in developing strategies on different facets of human resources management, including the existing policies governing the work of the Secretariat, as necessary; •Review the current processes and mechanisms to identify issues and opportunities for innovation and streamlining; •Conduct the tracking of statistics on activities of CR Bodies and provide relevant reports, including lessons learned; •Develop training materials and information resources for new and existing members for the CRB, such as the creation of an online training tool for CRB members, CRB monitoring platform, etc; •Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. •Supervise assistants and interns, coach and develop them; •Perform other functions as required.

Competencies PROFESSIONALISM: Knowledge of all aspects of human resources management, including staffing. Knowledge of United Nations staff rules and regulations, human resources policies, procedures and practices. Familiarity with enterprise systems such as PeopleSoft and other computer applications. The ability to analyze and interpret data in support of decision-making and convey resulting information to management. Shows pride in work and in achievements. Demonstrates professional competence and mastery of subject matter. Is conscientious and efficient in meeting commitments, observing deadlines and achieving results. PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies. Identifies priority activities and assignments; adjusts priorities as required. Allocates appropriate amount of time and resources for completing work. Foresees risks and allows for contingencies when planning. Monitors and adjusts plans and actions as necessary. Uses time efficiently.

CLIENT ORIENTATION: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view. Establishes and maintains productive partnerships with clients by gaining their trust and respect. Identifies clients’ needs and matches them to appropriate solutions. Monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems. Keeps clients informed of progress or setbacks in projects. Meets timeline for delivery of products or services to client.

Education Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related area is required. A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five (5) years of progressively responsible experience in human resources management or related area is required.

Experience in recruitment is desirable.

Experience with enterprise resource planning systems is desirable.

Experience in data analytics or related area is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
