ORGANIZATIONAL CONTEXT

WFP Kenya provides refugees living in Dadaab and Kakuma camps with unconditional food and nutrition assistance through cash and food transfers, while investing in solutions that increase refugees’ self-reliance including supporting livelihoods diversification. WFP Kenya supports resilient food system by providing conditional food or cash assistance in food insecure communities to fill their immediate food gaps as they create climate-resilient assets for increasing production and diversifying livelihoods. WFP Kenya also supports smallholder farmers in accessing markets, agricultural inputs, credit, and technologies, and works with traders and retailers to address inefficiencies in food supply chains.

The Country Office (CO) commenced the Organizational Alignment process at the beginning of May 2023. This was a comprehensive, integrated, and transparent process aiming to achieve better country office performance and ensure the country office has a fit-for-purpose structure to deliver the 2nd Generation CSP. While a Country Strategic Plan (CSP) sets the country office direction, the organizational alignment process, referring to the Strategic Workforce Planning (SWP) report, translates the CSP and dictates organization design decisions by addressing identified structural and workforce gaps. The process has been finalized, and the CO is getting into the implementation phase and is looking to hire a consultant to support implementing the HR actions that are an outcome of the exercise.

JOB PURPOSE

To serve as a HR consultant and support the implementation of the HR actions resulting from the Kenya Country Office Organizational Alignment Exercise. They are expected to support delivering professional, client-focused HR services, partnering with managers to implement HR actions in line with WFP corporate policies and procedures and the defined Standard Operating Procedure developed for the exercise.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Manage end to end talent acquisition process for the Kenya Country Office Organizational Alignment approved positions, in liaison with HR team in the Country Office and in close collaboration with the respective hiring managers.
  • Advertise vacant positions on appropriate job boards, social media, and another relevant platform.
  • Coordinate and conduct interviews with hiring managers using various reliable recruiting and selection tools/methods to filter candidates within schedule, as per WFP guidelines.
  • Responsible for screening applications by assessing applicants’ relevant knowledge, skills, and experience.
  • Providing a list of longlisted qualified candidates to the hiring manager for review and consideration
  • Prepare recruitment materials to the hiring team to support the selection process.
  • Submit recruitment documents to the Local Appointments and Promotion Committee (LAPC) for review.
  • Act as a point of contact and build influential candidate relationships during the selection process.
  • Negotiating salaries and benefits with successful candidates and respond to questions about compensation and benefits.
  • Support and deliver onboarding activities to ensure new employees have a positive experience of WFP and are successfully integrated into their new role and the organization.
  • Monitor and apply HR recruiting best practices.
  • Draft reports and provide monthly project updates to management on the OA exercise and its implementation status. Analyse and document lessons learnt with recommendations in the final report.

STANDARD MINIMUM QUALIFICATIONS

Languages:

  • Working knowledge (proficiency level C) of English is required

    Education:

  • Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or another relevant field, or First University degree with additional years of related work experience or trainings/courses.

    Experience:

  • Minimum of 5 years of progressively responsible relevant work experience and expertise in Talent Acquisition, HR Management and Organizational Design

    • Demonstrated ability in leading Talent Acquisition.
    • Track record of successful project delivery.
    • Experience of managing small teams of staff.
    • Experience within WFP and/or other UN agencies is desired.
