Duties and Responsibilities Background/rationale OCHA’s 2022 – 2026 People Strategy envisages greater use of data and analytics for tracking progress, decision making, and transparency. The purpose of this consultancy is to strengthen the systems, tools and processes for collecting, managing, and presenting data and information relating to the objectives and actions in the People Strategy. The consultant will report to the Chief, Duty of Care, Wellbeing & Capacity Development Section.

Outputs/work assignments The consultant would be responsible for the following tasks: Improved use of data and analytics in OCHA - Compile baseline data prior to the People Strategy 2022-2025 implementation - Consolidate and streamline metrics and indicators, and develop a system to monitor progress in the implementation of the People Strategy - Review and support data usage and a monitoring and evaluation survey for learning and development in OCHA - Explore and pilot the use of staff selection and recruitment data to increase transparency and Diversity, Equity, Inclusion and Anti-racism (DEIA) in recruitment - Explore and pilot the use of recruitment data in terms of volume of applications, recruitment timeline, selection method, gender and nationality - Design a pulse survey system for OCHA and conduct analysis of data collected through pulse surveys - Monitor & analyse the exit interview surveys for employees upon leaving the organisation and similar surveys - Conduct descriptive, exploratory, and predictive analytics on specific issue(s) upon request (e.g., an overall analysis of the use of temporary appointments) to will help obtain insights and support evidence-based decision-making - Conduct a historical analysis of the status/use of liens (specific and general) - Engage with the Human Resources section in developing or enhancing HR Analytics projects and tools, for informed decision making.

Qualifications/special skills Education Master’s degree in one or more of the following disciplines: Human Resources, International Management, Social Sciences, Change Management, Organizational Development, Public or Business Administration, or other related fields.

Work experience - A minimum of seven years of progressively responsible experience in human resources, organizational development, and/or corporate communication. - Strong track record of achieving results and making a significant impact. - Proven experience in an international and culturally diverse environment. - Ability to drive ideas to execution and deliver results. - Experience in a humanitarian context within the UN common system or other comparable international organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (oral and written) is required. Knowledge of French is desirable.
