We deliver policy advice, guidance, training and promote intercountry/regional cooperation to accelerate the progress in development.The incumbent will work as part of the EECARO HR team and support the Regional Office with all related Human Resources matters working in close collaboration with RD’s office, Programme and Technical Advisers, Programme Support Team, Operations team and Humanitarian Team of the Regional office.

Under the direct supervision of Human Resources Business Partner, UNFPA, the national UN Volunteer will undertake the following tasks:

  1. Delivers quality services in HR to internal and external clients mastering all relevant rules, guidelines, processes and procedures and act as focal person on all HR matters at the Regional Office
  2. Take a client-oriented results-focused approach to interpreting the rules, procedures and guidelines,
  3. Provide support and guidance to the Regional Office and UNFPA-supported projects.
  4. Work closely with to guide and support all clients

Support Talent Acquisition:

● Manage recruitment and selection processes for the Regional Office, applying relevant HR policies and procedures and best practice HR tools and mechanisms; ● Organize and implement the full recruitment cycle for all contract modalities () which include but are not limited to drafting job descriptions in consultation with Hiring Managers, facilitate job classification processes, talent sourcing, screening of candidates, facilitation of interview panels and preparation of interview reports, facilitate background checks and CRB processes and providing technical support as required; ; ● Support the Hiring Manager with preparing induction material and off-boarding for all personnel at the Regional Office.; ● Provide HR policy advice to to clients, primarily within the Regional Office. ; ● In co-ordination with relevant bodies determine the entitlements of personnel (staff contingent workforce) in accordance with UNFPA policies and procedures and prevailing delegations of authority; ● Prepare routine correspondence on general administration or specialized tasks that may be of a confidential nature within the area of HR responsibility.

Implementation of HR Strategies and Policies:

● Review and implement organizational policy changes, provide advice and information to clients; ● Implement HR Process Notes (Standard Operating Procedures) and tools in HR management and recommend improvements where necessary; ● Keep all Human Resources related applications and systems up to date; ● Ensure the timely completion of all Human Resources administrative requirements; ● Provide policy and procedural advisory services to managers and staff on HR related needs. Manage contingent workforce recruitment ● Ensure adherence to relevant policies. ● Support Hiring Managers in the review of Terms of Reference (TOR) s; ● Monitor and manage platforms and systems supporting contingent workforce recruitment and provide technical support to clients. ; ● Perform Relevant role in the ERP (requistor/buyer) to support administration of ICCs and internship contracts. ● Maintain up-to-date database of contingent workforce of the Regional Office, including related filing for audit purposes.

Capacity Building Initiatives & Knowledge Management:

● Provide group training or respond to individual requests for support with human resource processes and/or systems. ● Generate knowledge documents such as job aids, guides or learning sessions.

Furthermore, UN Volunteers are required to:

● Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; ● Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; ● Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; ● Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; ● Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible

A first-level university degree in similar fields in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree. ● Proficiency in current office software applications and corporate IT systems. ● Fluency in English; ● Knowledge of other official UN languages is an advantage.

The UN Volunteer will be based in Istanbul. Living in Istanbul offers a dynamic experience within the crossroads of Europe and Asia. The security situation is generally stable, but it's advisable to stay informed about local developments. Istanbul boasts a well-connected transportation network, including international airports, facilitating easy access. The climate varies, with hot summers and cool winters. The cost of living varies, and accommodation options range from modern apartments to historic neighbourhoods. Medical facilities are well-established, and banking services are widely available. Istanbul's communications infrastructure is advanced, providing internet and mobile services. While Istanbul provides a vibrant and cosmopolitan lifestyle, it requires a mature level of cultural awareness and adaptability to fully embrace its unique charm.

UNV Entitlements in a Nutshell for National UN Volunteer (Expert): • Current Volunteer Living Allowance (VLA) is USD 1224.41 USD. Specific to this assignment, additional expertise differential will apply at 40%. All payments are done in Turkish Lira accordingly to the monthly exchange rate of UN (UNORE).

• 100% health, life and dismemberment coverage by CIGNA. As per UN’s diplomatic mission status, UN personnel are not included in National Security Institution’s (SGK) system but it can be initiated on private basis. • Entitlement to annual Leave at the rate of 2.5 working days per completed month of volunteer assignment • Entry allowance for covering relocation expenses (USD 400) • Travel lumpsum for covering travel expenses when the volunteer needs to relocate to the Duty Station (USD 200*2) • Exit allowance upon completion of service (approx.
