Org. Setting and Reporting

The Global Aviation Training (GAT) Section of the Capacity Development and Implementation Bureau (CDI) is responsible for the planning, management and coordination of all ICAO aviation training activities ensuring the efficient, effective and harmonized implementation of the ICAO Training Policy and response to training needs of Member States, international and regional organizations, aviation industry and other partners. GAT is the ICAO focal point of contact for all training and associated activities. It comprises three units: Training Operations (TOP), Training Assessments and Consultancy (TAC) and Training Design and Development (TDD). The incumbent is in charge of the management of the ICAO Training Operations (TOP) Unit, the implementation of ICAO courses, promotion of competency-based training and the management of the ICAO Training Library, including courses developed by ICAO, TRAINAIR PLUS Members, training institutions (under an agreement with ICAO) and training programmes in cooperation with other international organizations as well as the qualification of instructional teams and the maintenance of a roster of qualified course developers and instructors. The incumbent reports to the Chief, GAT Section and works closely with GAT Heads of Unit, ICAO Bureaux and Regional Offices.

Responsibilities

Function 1 (incl. Expected results) Oversees the ICAO Training operations, achieving results such as: • Oversee ICAO training delivery activities ensuring adherence to the objectives and the implementation of ICAO Civil Aviation Training Policy. • Establish training operational strategies aligned with business development plans to continuously enhance services to existing members. • Provide strategic, technical direction, and leadership to TOP Unit staff members for the development and implementation of the ICAO training activities. • Ensure the development and implementation of training Programme business plans, business cases, yearly and triennium budgets, and Key Performance Indicators (KPIs) in line with the objectives of the ICAO Training Policy. • Oversee the ICAO TRAINAIR PLUS Programme (TPP) ensuring adherence to the objectives of the ICAO Civil Aviation Training Policy. • Serve as interface between C/GAT and GAT stakeholders for GAT and TPP Programmes and projects. Supervise timely and appropriate responses to key stakeholders, assuring quality of deliverables. • Oversee, in coordination with the other Heads of Unit in GAT, the preparation of the TRAINAIR PLUS Steering Committee (TPSC) Working Papers and other relevant documentation including correspondence, PowerPoint presentations, reports, ICAO Council and Assembly Working Papers, mission briefs, speaking notes, meeting minutes and training material. • Coordinate new GAT and CDI business development activities and identify new outreach activities aimed at raising awareness of training and CDI programmes and enhancing the international visibility and credibility of GAT and CDI. • Develop relevant processes and procedures to ensure consistency in the promotion, delivery and evaluation of all training courses and oversee implementation with Training Organizations, ICAO Bureaux and Regional Offices. • Identify new business products, services and markets to be explored to support revenue generation activities within aviation industry. • Oversee the delivery and evaluation of GAT Section training activities in coordination with other ICAO Bureaux and Regional Offices, Member States, training organizations, international organizations, Regional Centres of Excellence, etc., ensuring effective and smooth implementation of all the actions related to the conduct of training activities. • Supervise the implementation of ICAO Instructional Training Courses for course developers, instructors and Training Managers to ensure they are delivered on a regular basis in order to support States and the aviation industry in the development of competencies for aviation professionals. • Ensure efficient organisation of Regional and Global Symposia and proper coordination with host organizations, lecturers, moderators, and logistics. Function 2 (incl. Expected results) Coordinates and monitors the delivery of the GAT Section Training Portfolio and assists in the preparation of Business Plan and Operating Plans, as well as working and information papers to Committees, Council and Assembly, achieving results such as: • Plan and implement projects and activities designed to enhance capacity building with ICAO TRAINAIR PLUS Members and other international and regional organizations, aviation industry and other partners. • Coordinate the set-up, rollout and enhancements of project management systems (e.g. Confluence, ERP, Quantum, and JIRA) for seamless project implementation as required. • Coordinate the development and implementation of ICAO human resource capacity building and training communication strategies intended for ICAO Member States, current and potential TRAINAIR PLUS members. • Coordinate the development of the financial analyses and presentations to be included in information/working papers and/or briefs/reports for the ICAO Council and its subsidiary bodies such as the Technical Cooperation and Implementation Support Committee (TCC) and Finance Committee (FIC). • Participate in the formulation of the GAT Business Plan by providing pertinent required financial information and data to C/GAT, D/CDI, and business process owners, in line with the objectives of the ICAO Training Policy and the sustainability of the TRAINAIR PLUS Programme, as well as continuously enhancing services to existing members. • Provide substantive support in the formulation of key performance indicators and on the interpretation of activities/services scheduled in the Sections’ Operating Plan and other instruments, such as the Organization’s Strategic Objectives and the Capacity Development and Implementation Bureau’s Operating Plan. Function 3 (incl. Expected results) Plans and oversees the work and staff of the TOP Unit, achieving results such as: • Oversee the development and reporting on performance and work plans for TOP staff and outsourcing individuals and consultants to ensure appropriate distribution of workload, appropriate planning and timely completion of tasks by all staff. • Provide guidance to TOP staff and administrative personnel of the unit. • Review all TPP Unit outsourcing and consultants’ agreements, contracts, and payments. • Support the periodic monitoring, analysis, and reporting of the implementation of the Operating Plan and deliverables. • Produce reports of rolled-out Operating Plan and KPIs for the Unit and each staff annually and quarterly. • Develop and continue to update yearly and triennial budgets, taking into account all forecasted activities, incomes and expenditures. Function 4 (incl. Expected results) Analyzes and manages the various training data and information collected from multiple training activities, achieving results such as: • Monitor the implementation of GAT activities and TRAINAIR PLUS network and collect pertinent data ensuring integrity, timeliness, accuracy and adequacy by maintaining data quality procedures. • Analyze and evaluate data and information collected from various sources generated through aviation training activities, ensuring meaningful statistical analysis and techniques are used to infer results from data collected. • Prepare detailed statistical analysis reports based on data collected through GAT activities on a regular basis (e.g. annually, quarterly and monthly). • Define the dependencies of data generated from all training activities and update data flow diagrams through value chain analysis of all GAT training activities as well as the logical processes and interfaces with other ICAO IT systems. • Conduct statistical techniques such as data aggregation (collecting and filtering data) and data mining (using statistical techniques) which enable to identify and interpret trends and patterns in the training data of GAT. • Based on statistical analysis of historical trends, current results, and forecasts, produce recommendations on how to reduce training activities’ volatility in order to achieve more stable, predictable behaviour leading to improved, sustained performance. Function 5 (incl. Expected results) Oversees financial management for GAT operations, achieving results such as: • Lead the implementation of the cost/benefit analysis of business cases for new products and services in conjunction with C/GAT and D/CDI by preparing profitability analyses of projects. • Establish a financial structure for GAT funds consistent with the activities of the Programme; coordinate with Finance Branch (FIN) on its implementation, monitor incomes, expenditures and cash flow, and prepare regular status reports. • Oversee the production and delivery of invoices generated by FIN, ensure the validity and accuracy of accounting records, follow up with FIN on monthly and year-end closures, and ensure that all pending transactions are processed before yearend closings. • Ensure follow up on outstanding payments with TRAINAIR PLUS members and training organizations hosting training events in order to minimize financial risks. Education

• A first-level university degree in business administration, aeronautical engineering, education, social sciences, or in a related field is required. • An advanced level university degree (Master’s degree or academic equivalent) in any of the above areas is desirable. • Certificate in PMP, PRINCE2 or equivalent is desirable.

Work Experience

• A minimum of ten (10) years of progressively responsible experience in and/or aviation training project or programme management, administration or related area is required. • A minimum of three years of experience working closely with senior leadership in an advisory or executive role within an international organization or a government, is required. • Experience in implementing a systematic approach to training and in human resource, education and training needs analysis and evaluation of training effectiveness in the aviation field is required. • Experience with training management using web-based system is required. • Experience in developing and managing project budgets and meeting set targets is desirable. • Experience in training activities, practices, and procedures, and in all administrative aspects of the Organization is desirable. • Experience with Enterprise Resource Planning system is desirable.

Languages

Fluent reading, writing and speaking abilities in English is required. A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish) is desirable.
