Duties and Responsibilities

THE ORGANIZATIONAL SETTING The Global Aviation Training (GAT) Section is responsible for the planning, management, and coordination of all ICAO aviation training activities ensuring the efficient, effective, and harmonized implementation of the ICAO Training Policy and response to training needs of Member States, international and regional organizations, aviation industry and other partners. GAT is the ICAO focal point of contact for all training and associated activities. The incumbent will report directly to the Instructional Design Specialist of Training Design and Development Unit (TDD) of GAT, who is responsible for assigning tasks, deciding on priorities, and providing instructions on special tasks. The incumbent is also expected to work with Subject Matter Experts (SMEs) assigned by the Air Navigation Bureau (ANB) and the Air Transport Bureau (ATB), and other staff and external parties, as required. MAJOR DUTIES AND RESPONSIBILITIES Function1 (incl. Expected results) Develops training materials based on ICAO Doc. 9941, Training Development Guide, achieving results such as: • Design curriculum and modules for ICAO training packages, based on analysis results. • Produce training materials (i.e., instructor/trainee materials, audio-visual aids, course information forms, job aids for training as required) in accordance with ICAO Doc. 9941, Training Development Guide. • Write reports that document the course development, including the training analysis phase, the design and development phase and the evaluation phase. • Assure the course development and validation is completed on time, and within budget. Function 2 (incl. Expected results) Collaborates with the Subject Matter Experts (SMEs), Instructional System Design (ISD) Validator and Content Validator to develop and finalize course materials, achieving results such as: • Coordinate with SMEs to design and develop ICAO training packages. • Submit course materials to relevant ICAO Bureau/Section, to ensure alignment with the relevant ICAO SARPs. • Submit course materials to relevant ISD Validator, ensuring compliance with ICAO Doc. 9941, Training Development Guide. • Revise course materials based on the comments from the relevant ICAO Bureau/Section and the ISD Validator. Function 3 (incl. Expected results) Prepares for the validation delivery of the training course and attend (if applicable), achieving results such as: • Coordinate course validation delivery schedule ensuring compliance with GAT policies, administrative guidelines, and procedures. • Conduct the quality assurance on the validation delivery, diagnose discrepancies in achieving the course objectives, and identify causes for corrective actions and ensure compliance with ICAO Doc. 9941, Training Development Guide. • Prepare and submit a validation report including test results and a summary of the opinions expressed by participants following the course validation delivery. Function 4 (incl. Expected results) Makes revisions prior to launch of the course, achieving results such as: • Carry out corrective actions and improvements on findings and observations following the quality assurance activities. • Adjust and improve the course materials based on quality assurance results. • Provide guidance to Instructors to resolve identified inconsistencies. • Assemble a full package of the course materials, document the development of the course, and upload them into the TRAINAIR PLUS Electronic Management System (TPEMS). Function 5 (incl. Expected results) Updates existing ICAO training packages, achieving results such as: • Analyse the feedback received from instructors and participants through training evaluation. • Coordinate with the relevant ICAO Bureau/Section to update course materials, ensuring alignment with the most current and relevant ICAO SARPs. • Coordinate with the ISD Validator to update course materials, ensuring compliance with ICAO Doc. 9941, Training Development Guide. • Assemble a full package of the revised version of course materials and replace them on TPEMS. • Consolidate a list of revisions to ensure the traceability of revisions of the course materials. Function 6 (incl. Expected results) Performs other related duties as assigned.

Qualifications/special skills

Educational background: Essential A second-level university degree in education, specializing in Instructional Systems Design (ISD), Educational Technology, Adult Learning or equivalent. Desirable ICAO Training Developers Course (TDC) certificate or similar Instructional Systems Design (ISD) accreditation. Professional experience and knowledge: Essential * A minimum of 6 years of work experience in instructional design, multimedia design, and/or developing eLearning products within the last 10 years. * At least 6 years of experience in applying models and methodologies used in the planning, development, conduct, evaluation and management of classroom and e-learning training courses within the last 10 years. * Proven project management experience using project management tools and methods. Desirable * Experience in developing aviation training programmes, especially, competency-based training courses. * Experience with ICAO TRAINAIR PLUS Programme.

Languages

Essential Fluent reading, writing, listening, and speaking abilities in English. Desirable A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, or Spanish)

Additional Information

It should be noted that this consultancy is to be filled for a period of 11 months. Please note that the monthly rate for Band B varies from CAD $5,097 to CAD $8,122.
