Org. Setting and Reporting

The Finance Branch (FIN) is responsible for developing and applying budgetary, accounting and financial policies and procedures and for the efficient financial management of the approved budget in accordance with the Financial Regulations and Rules, the Assembly and Council directives. FIN is composed of two sections: Accounting Services (ASV) and Financial Services (FSV). The Extra-budgetary Finance Unit is an integral part of FSV, providing finance-related advice and services in budget development, controls, monitoring and reporting related to the revenue generating, resource mobilization and other extra-budgetary activities of the Organization. The incumbent will report to the Head, Extra-budgetary Finance Unit of FSV, with whom s/he consults on complex accounting and financial management issues in support of Implementation Support, Resource Mobilization, Revenue and Product Management, Training, and Cost Recovery.

Responsibilities

Function 1 (incl. Expected results) Coordinate the budgeting activities of the unit, achieving results such as: • Provide support to programme/project managers with respect to the elaboration of resource requirements for budget submissions. • Prepare cost estimates and budget proposals, in terms of project resourcing requirements such as staff and non-staff requirements, including programmatic aspects as well as Result Based Budgeting inputs. • Review, analyse, revise, and consolidate data with respect to the finalization of budget proposals and forecast. Function 2 (incl. Expected results) Monitor and report on the progress of implementation of extra-budgetary activities, achieving results such as: • Ensure the efficient and effective use of extra-budgetary resources through robust monitoring of budget utilization to the approved budget, and timely provision of information to management for decision making. • Provide support and guidance to programme/project managers on budget implementation and corrective actions where necessary. • Prepare budget performance reports and ensure that correct and accurate data and information are provided by the various programme/project managers in compliance with instructions. Review and finalize the performance reports ensuring valid and adequate variance explanations between approved budgets and forecast, and actual expenditures. • Prepare, consolidate, and review financial reporting to donors for projects funded from extra-budgetary contributions. • Maintain and improve the recording and reporting systems related to extra-budgetary activities to ensure they continue to meet the needs of management and donors. Function 3 (incl. Expected results) Coordinate the accounting processes of the unit, reviewing reconciliations and preparing IPSAS-compliant accounting entries, achieving results such as: • Liaise with the Accounts Receivable Unit and programme/project managers ensuring that extra-budgetary contributions receipts are promptly allotted to projects as stipulated by the donors and in accordance with policies and procedures. • Monitor and report on foreign currency exposure, to minimize foreign exchange risk. • Process a range of accounting transactions, prepare analysis using professional judgement to ensure that revenue, deferred revenue, and accruals are accounted for in accordance with relevant International Public Sector Accounting Standards (IPSAS). • Review specific account reconciliations and suspense accounts analyses during the year, and prepare or approve adjusting entries as required for the month- and year-end accounting closure and the preparation of annual financial statements. • Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained for extra-budgetary activities. Function 4 (incl. Expected results) Review and recommend improvements on agreements, policies and processes, and provide advice on a range of complex issues, achieving results such as: • Provide advice, financial interpretations, and suggest corrective actions to management and programme/project managers in response to audits and other queries, to ensure adherence to ICAO’s regulatory framework. • Act as a Certifying Officer, verifying the availability of funds and compliance with donor agreements and ICAO’s regulatory framework prior to providing approval. • Contribute to the financial review of donor agreements and project proposals, and provide support in negotiating the terms outlined in pledge and grant agreements. • Initiate and contribute to the review and improvement of business processes, and to the implementation and improvement of the Enterprise Resource Planning (ERP) system. • Act as a Certifying Officer, verifying the availability of funds and compliance with donor agreements and ICAO’s regulatory framework prior to providing approval. • Serve as a back-up bank signatory. Education

• An advanced-level university degree (Master’s degree or academic equivalent) in business administration, accounting, finance, or a related field is required. A first-level degree, in combination with two (2) additional years of experience in business administration, accounting, finance, or a related field, may be accepted in lieu of the advanced university degree. • Professional accounting certification from a recognized international professional accountancy body (i.e. CA, CPA) is desirable.

Work Experience

• A minimum of five (5) years of progressively responsible experience in budgeting, accounting or finance in an international organization, public sector, or non-governmental organization is required. • Extensive experience with spreadsheets, word processing and ERP systems is required. • Experience in applying International Public Sector Accounting Standards (IPSAS) is desirable. • Experience in working with donor or grant agreements is desirable.

Languages
