The ICAO Finvest Hub is intended to be an open platform to facilitate the flow of financing to cleaner energy and other aviation decarbonization projects in all ICAO member States. Specifically, it will facilitate the: - Channeling of financing for a geographically and technologically diversified quality pipeline of cleaner energy and other aviation decarbonization projects to support the achievement of the ICAO LTAG and contribute to the realization of the UN Sustainable Development Goals (SDGs); - Mobilization of financial resources from public financial institutions, such as DFIs, MDBs, IFIs, as well as from private investors, at global, regional and local levels; - Financing matchmaking of near-ready cleaner energy and other aviation decarbonization projects will also support the implementation of State Action Plans on CO2 Emissions Reduction Activities submitted to ICAO. The post of ICAO Finvest Hub Associate Coordinator will play a key role in ICAO’s financing activities toward the achievement of the long-term global aspirational goal (LTAG) of net-zero carbon emissions by 2050, in particular for the ICAO Finvest Hub to facilitate enhanced access to public and private investment capacities and funding for projects contributing to the decarbonization of international aviation, especially for developing countries and States with limited financial resources. The position is located in the Office of the Secretary General, and the incumbent reports to the FINVEST officer, who will provide direction for the planning, establishment, operationalization, implementation and maintenance of the ICAO Finvest Hub, and also supports Bureaus and Offices on relevant activities. The Director of the Legal Affairs and External Relations Bureau may provide guidance as appropriate.
Responsibilities
Function1 (incl. Expected results) Supports the establishment and operationalization of a dedicated ICAO Finvest Hub, achieving results such as: • Contribute to the drafting of the pre-assessment, assessment and eligibility criteria for establishing the Finvest Hub platform, which would support the implementation of aviation decarbonization projects. • Cooperate with other UN organizations and/or work with external vendors to establish and operationalize a web platform to facilitate procedures, knowledge, and matchmaking measures to ease access to finance in the context of Finvest, by establishing new or exploring existing potential options. • Explore the means for sustainable operations of the Finvest Hub, including the necessary funding for the ICAO Secretariat. • Make proposals for an expanded range of services and initiatives offered by the Finvest Hub to address a broader range of aviation decarbonization financing needs. Function 2 (incl. Expected results) Oversees the registration and assessment of the aviation decarbonization project proposals under the ICAO Finvest Hub platform, achieving results such as: • Support the pre-assessment activities of projects seeking registration under the Finvest Hub platform, including the technical and financial assessment of the projects. • Support various communications and outreach initiatives to make the Finvest Hub platform and other project financing facilitation work of ICAO more visible and better understood, including the preparation of documentation and material. • Support participation in investment forums and finance matchmaking events to promote the Finvest Hub platform and ICAO's other project financing facilitation work. • Report on achievements, challenges, and lessons learned to stakeholders, including Member States, relevant ICAO bodies, financial institutions, and aviation industry stakeholders. Function 3 (incl. Expected results) Coordinates the work on monitoring progress related to financing aviation decarbonization projects under the Finvest Hub, achieving results such as: • Monitor progress on the implementation of aviation decarbonization projects in the Finvest Hub, with a specific focus on the financial resources and investments for the achievement of the LTAG. • Ensure consistency of the Finvest hub with the LTAG monitoring information systems and tools. • Undertake data collection, structured data entry, and database management, including information gathering related to projects, requesting States, and funding needs for project implementation under the Finvest Hub. Function 4 (incl. Expected results) Maintains the ICAO Finvest Hub platform, achieving results such as: • Develop digital strategies to promote the use of the ICAO Finvest Hub platform. • Collaborate to enhance technical aspects of the platform. • Follow up with project proposers to address any platform-related issues. • Identify potential new partners from finance, government, and industry to join the platform. • Ensure that project selection processes align with ICAO's regulations, working with LEB. • Propose new services and initiatives to meet a wider range of aviation decarbonization financing needs through the Finvest Hub.
