Duties and Responsibilities 1. Background of the assignment: United Nations Interregional Crime and Justice Research Institute (UNICRI) is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI' s goals are: •to advance understanding of crime-related problems; •to foster just and efficient criminal justice systems; •to support the respect of international instruments and other standards; •to facilitate international law enforcement cooperation and judicial assistance.

  1. Purpose of the assignment: Integrated knowledge management through research and the dissemination of relevant information on crime prevention and criminal justice is one of UNICRI’s core objectives. The purpose of UNICRI's websites is to update stakeholders about the mandate and activities of the Institute; support the establishment of a reliable knowledge base; promote appropriate strategies, policies and instruments; facilitate the exchange and dissemination of information/documentation worldwide to respond to the need of the international community; and contribute to raise awareness on priority issues.

UNICRI is seeking a Drupal Web Developer and technical lead responsible for strategic application development, systems integration, and platform management across the UNICRI websites. In accordance with operational needs the Drupal Web Developer, in coordination with the IT and Communications units, will be responsible for updating existing websites and migrating them to a cloud/virtual infrastructure with all features and content complete. The UNICRI websites are built using Drupal Distributions. In addition, the consultant will conduct various backup, restructuring and migration operations of the UNICRI (Drupal), Onuitalia (WordPress) and Freedom From Fear (F3) magazine (WordPress) websites. The consultant will also assist the IT and Communications units with maintenance of the websites and provide other relevant services as and when needed.

3. Specific tasks to be performed by the consultant:

Under the supervision of the IT Assistant, and the overall guidance of the Chief of the Public Information Unit, the Web Developer will be required to perform the following tasks:

Assessment of the current websites - all UNICRI websites need a deep assessment and consolidation, so the first step is to obtain a clear picture of the current situation and state of work of the UNICRI websites;

Identification of a common and widely used UN template -In coordination with the IT and Communications units the consultant shall identify and select available Drupal templates to align the UNICRI websites with the latest UN standards;

Upgrade of Drupal Instances - Considering the initial assessment, the consultant will be responsible for the upgrade of the UNICRI websites to the latest Drupal version. In the specific framework of the onuitalia.it website a complete migration to the latest Drupal version is required;

Design, development and visual conceptualization of the UNICRI websites - In coordination with the Communications Unit the consultant will be responsible for the following tasks: Re-conceptualization of UNICRI websites’ structure (including but not only the Home Page); Consolidation of the migration from the previous unicri.it website; Migration of UNICRI websites to the UN domain (including but not only the URL mapping, redirect checks and various certificates); Serve as UNICRI’s expert on technical matters concerning web, mobile, semantic web, and other software applications. Advise on applications and systems; Collaborate with the Communications Unit to ensure that the websites are aligned with UNICRI’s brand strategy and meet the organization’s quality and operability standards; Development of new functionalities and features to the website; Deployment to the production environment.

Backup and Migration - In coordination with the IT Unit the consultant shall complete the migration of the websites to a new and cloud-based virtual machine including the process of backup and risk assessment process;

Documentation - The consultant shall provide a full list of standard operating procedures (SOPs) and work instructions (WI) for every necessary IT configuration and maintenance of UNICRI websites; - The consultant shall provide comprehensive documentation of the technologies used and their consequent implementation;

Training - The consultant shall conduct training for web content administrators on the Drupal websites; - The consultant shall work closely with the IT Unit to ensure knowledge transfer of the new Drupal websites;

Qualifications/special skills At least a Master’s degree or above in Computer Science or related field is required. At least five years of experience in IT developing, deploying, and updating with common open-source content management systems (e.g., Drupal, WordPress) is required. Experience working with major front-end programming languages (HTML, CSS, etc.) is required. Experience with PHP, MySQL, and SQL queries is required. Experience with Linux and Windows operating system administration is required. Experience with internal or external clients for conceptualizing, developing, and presenting creative solutions is desirable. Experience with supporting technologies, including but not limited to version control systems (Git / SVN), continuous integration, and configuration management is desirable. Experience within the UN System or similar international organizations is desirable. Experience in systems administration and server maintenance is desirable.

Languages Proficiency in English (oral and written fluency) is required for this post.
