The Chief, Organisational Design, Compensation and Staff Relations Division reports to the Director of Human Resources and is responsible for leading the development, implementation and provision of expert advice on Agency existing and new policies and practices in relation to organisational design and structures, classification standards, salary and benefits surveys and other compensation matters.

She/he also works closely with the Chief of Staff and provides expert advice to the Executive Office, Director of Human Resources and other key stakeholders on matters related to staff relations and management issues. The incumbent is responsible for leading the development and implementation of strategies, policies and practices to support staff relation related efforts Agency-wide.

Responsibilities The incumbent manages the Organizational Design, Compensation and Staff Relations Division; leads the Agency’s planning, coordination and implementation of organization design and classification, compensation systems and staff relations related activities:

Organisational Design and Compensation: - Provides substantive input and assists the Director of Human Resources and senior management in the preparation of policy papers, position papers and briefing notes and provides expert advice to Agency leadership, Field/Programme Directors and/or staff unions on organizational design issues and job classification system for International and Area staff and on the Agency compensation system, including pay policy and salary survey methodologies for Area staff. Develops, promotes, and communicates new approaches through building strong partnerships with client departments; influences managers and staff at all levels to embrace change and contribute to delivery of organizational design initiatives as mandated by the reform strategies.

- Leads, manages and oversees the development of a regulatory framework encompassing the various aspects of organizational design, classification and compensation policies and procedures with regards to relevant organization directives, technical procedures, methodologies, standards and norms. Leads the development/implementation and or adaptation of related policies and reform efforts for both international and area staff, as applicable.

- Leads the Compensation and Benefits major activities, including salary surveys for Area staff salaries, allowances and terms and conditions of employment and formulates recommendations within applicable pay policy; oversees the design and maintenance of the Agency salary scales for Area staff; advises the Director of Human Resources and senior management on pay policy issues, specifically in respect of the competitiveness of Agency pay policy and salaries in order to retain and recruit qualified staff.

- Leads the Organisational Design major activities, including Agency-wide, departmental and inter-departmental structural reviews and reforms, work methods and staffing and implementation of agreed recommendations; leads the planning, development, revision and implementation of the Agency job classification system for International and Area staff and substantively oversees the implementation and maintenance accordingly.

- As assigned by DHR, participates in inter-departmental meetings and represents HRD in inter-agency fora; participates in/leads meetings and holds consultations and negotiations with different stakeholders, including International Staff Association and Area Staff Unions Agency-wide, inter-government representative or inter-agency officials or missions, as required.

- Keeps abreast of new developments and trends in the UN in the fields of classification, compensation, salary surveys, and other related HR topics and subjects.

Staff Relations Advisory: - Leads, develops and coordinates the implementation and evaluation of Agency-wide policies, strategies and practices related to staff relations; determines their impact and advises the senior management accordingly; oversees the research and monitoring of related regional practices and identifies trends and issues across UNRWA’s area of operation as well as wider UN relevant issuances and International best practices and trends and develops strategies/proposals to address such trends.

- Provides strategic and operational, expert advice and counsel on staff relations and management issues Agency-wide to the key stakeholders including Executive Office, DHR and Field and HQ directors. Develops, implements and advises on general and specific staff relations and dispute communications strategies, plans and messages ensuring timely and consistent reporting, communications and messaging that support the Agency’s position in coordination with related Departments as applicable.

Management and Capacity Building: - Plans and coordinates the Division’s work objectives; identifies and resolves any operational/management issues affecting the quality of the services provided by the Division; provides leadership and guidance and manages the performance and staff development for the Division staff in collaboration with their supervisors, as applicable, ensuring that developmental requirements and appropriate capacity building programmes are properly identified and training delivered to staff accordingly.

Education An advanced university degree from an accredited educational institution in human resources management, public or business administration, industrial engineering, industrial relations, or a related field such as social or behavioral science.

Job - Specific Qualification Training in organizational design, compensation or public sector project management, labour law and staff relations.

Work Experience A minimum of 10 years of progressively responsible and relevant experience.

A minimum of five years in the UN system, or in international or governmental institutions at a senior supervisory level

A minimum of 2 continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number.

4.2.2 Extensive experience in classification and organizational design, compensation and benefits, including wages and salary design. Hands-on experience in negotiating with unions/staff associations or other stakeholders in the Middle East region.

Languages Excellent command of spoken and written English.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Type of Contract and duration: 2 years, with the possibility of further extension.

The Chief, Organisational Design, Compensation and Staff Relations Division will be required to work beyond regular hours as well as some travel within UNRWA's area of operations..
