Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security.

The Project “Enhancing Access to Justice for Women in Asia and the Pacific: Bridging the gap between formal and informal systems through women’s empowerment” (2018-2023) is generously supported by the Government of Sweden. The overall goal of the project is to enhance access to justice for women in formal and informal systems in Asia and the Pacific, bridging the gap between these systems through women’s empowerment and reduction of gender biases. In realizing this goal, the project partners – UN Women, International Commission of Jurists (ICJ) and OHCHR – focus on achieving the following outputs: (1) Domestic laws are adopted and court decisions are consistent with international human rights law and standards, including CEDAW; (2) Gender discriminatory attitudes and stereotyped behaviours towards women by formal and informal justice providers are addressed; and (3) Grassroots women’s organizations and community-based women’s organizations are empowered and well-positioned to facilitate, document, and monitor interactions with formal and informal justice providers, and their resilience is enhanced to build a just and sustainable future.

Access to Justice and Women in Conflict with the Law (WICL)

Access to justice services are crucial to enforce human rights granted to women and girls. Although there is a global trend to adopt legislative measures for implementing the UN Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) obligations, women and girls still face numerous obstacles in pursuing their legal rights and holding justice systems accountable.

Based on consultations with relevant stakeholders, the Access to Justice (A2J) Programme in the Philippines directed its focus on women in conflict with the law. As part of a community-based approach to gender justice, A2J is working with communities to increase women’s legal literacy; enhance the gender-responsiveness of community-based justice mechanisms; and involve the whole community to change social norms which will result in prevention of discrimination as well as acceptance of women as active citizens.

UN Women has partnered with the Partnership of Philippine Support Service Agencies (PHILSSA) to implement one of its legal literacy projects in communities in Quezon City and Davao City. The project aims to: 1) increase awareness of women’s rights among women and communities, and 2) increase women’s participation and representation in advocating women’s access to justice before formal and informal justice systems. Project activities include community organizing, paralegal training, research, stakeholder engagement, and policy advocacy.

Duties and Responsibilities

UN Women seeks the services of a Women’s Human Rights Advisor to undertake the following tasks:

Provide support to and work closely with the Partnership of Philippine Support Service Agencies (PHILSSA) in:

  • Creating a consolidated workplan for the entire project duration, to reflect the project goals, outputs, and timelines, as well as the sub-partner organizations’ respective targets and activities
  • Ensuring consistency and alignment with the key messages of the Access to Justice Programme in the content of project activities (e.g. trainings, stakeholder meetings, etc.), external communications (activity promotion, correspondence with stakeholders and prospective partners), and information, education, and communication (IEC) materials
  • Documenting and creating awareness about the project activities and accomplishments
  • Strategizing on project interventions, as well as identifying and pursuing entry-points for collaboration and advocacy with relevant stakeholders in line with human rights and access to justice of women in conflict with the law (WICL)
  • Aligning the project goals and strategic direction with those of the regional Access to Justice Programme
  • Building the capacities of the team for establishing and utilizing structures, mechanisms, and practices for cohesive project planning, implementation, monitoring, and evaluation
  • Developing comprehensive written progress reports for submission to UN Women

Regularly coordinate with PHILSSA and UN Women on project activities and progress

Provide support to UN Women on programmatic initiatives for raising awareness and building networks (including formal and informal justice service providers[1] and other actors[2]) towards promotion and protection of the rights of WICL and facilitating their access to justice

[1] community officials like the Lupong Tagapamayapa or Pacification Committee, VAW Desk Officers, social workers, Public Attorney’s Office (PAO) lawyers, private legal practitioners, police, jail wardens, judges, etc.

[2] civil society organizations (CSOs) that focus on crime prevention or provide legal assistance, health care, economic opportunities, and other types of support for women PDLs (including for former detainees, e.g. programs for reintegration)

Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of the stated deliverables. Despite the indicated timeframes, the tasks are to be done throughout the duration of the contract period and are thus not to be considered as having one-time deliverables (except the workplan, core messages, advocacy plan, collated report, and partner directory).

  • Background on drug policies, harm reduction principles, restorative justice, and non-custodial measures is preferred

Evaluation

Applications will be evaluated based on the cumulative analysis:

  • Technical Qualification (100 points) weight; [70%]

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation

  • The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and compared among those technically qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
