You have:
- Advanced university degree (Masters degree or equivalent) in law, political science, human rights, international relations, economics, or related field.
- A minimum of eight (8) years experience in human rights or related fields is required.
- Experience working in the Philippines and in the thematic area of human rights is required.
- Knowledge of integration of human rights and gender perspectives in evaluations is required.
- Demonstrated capacity in strategic thinking and policy advice, excellent writing skills is required.
- Experience of conducting evaluations for the UN or other similar organisations is required.
- Fluency in written and spoken English and Filipino is required.
- The Consultant should not be working for or associated with an NGO or a Government where a potential or actual conflict of interest could be perceived.

Result of Service
In collaboration with the International Evaluator, the National Evaluator will work to: • Ensure the completion of the desk review and the Inception Report. • Conduct and complete interviews with stakeholders based within, and outside of the National Capital Region. • Ensure that all data has been collected, logged and analysed as appropriate. • Ensure that preliminary findings are delivered to the core stakeholders of the UNJP. • Ensure the completion of the final draft report (including core recommendations), incorporation of feedback and management responses and completion of the final UNJP evaluation report.

Duties and Responsibilities
The National Evaluator will support the International Evaluator to conduct the evaluation of the UNJP and will undertake the following tasks: • Conduct a desk review of key programmatic and background resources. • Design the evaluation methodology. • Production of the Inception Report. • Implementation of the evaluation including the conducting of stakeholder interviews with the International Evaluator. • Data Analysis. • Presentation of Preliminary Findings to key stakeholders and incorporation of their responses. • Compilation of the final report. • Incorporation of management responses.
Qualifications/special skills
Advanced university degree (Masters degree or equivalent) in law, political science, human rights, international relations, economics, or related field. A minimum of eight (8) years experience in human rights or related field (humanitarian assistance, peace operations, gender, rule of law, justice and governance) is required. Experience working in the Philippines and in the thematic area of human rights is required. Knowledge of integration of human rights and gender perspectives in evaluations is required. Demonstrated capacity in strategic thinking and policy advice, excellent writing skills is required. Experience of conducting evaluations for the UN or other similar organisations is required.
Languages
For this assignment fluency in written and spoken English and Filipino is required.
