Result of Service

Tangible and measurable outputs of the work assignment: • A strategy paper (not exceeding 15 pages) outlining recommendations for revitalizing BHRACs, based on interviews with key stakeholders, lessons learned, international human rights standards and consideration of existing domestic human rights protection mechanisms. • A strategy paper (not exceeding 15 pages) designing a national approach to human rights cities, based on best international practices, human rights standards and principles and local context. • The capacity building report should consider issues related to: o Strengthening participatory decision making o Human rights structures within city administrations o Nondiscrimination measures at the city level o Human right budgeting o Adoptions of laws, policies, city level ordinances and programming that will enhance the realization of human rights at the municipal level o Development of local human rights action plans o Review of SDG progress at the city level using human rights-based approaches o Other areas that may be relevant to crafting a Human Rights Cities approach

Duties and Responsibilities

• Conduct a desk review of global best practice on human rights cities, key stakeholder consultations and develop recommendations for establishing human rights cities in the Philippines. • Conduct a desk review, key stakeholder consultations and recommendations for the strengthening of human rights protection and promotion functions of BHRACs. (including with local government units, national government agencies, the Commission on Human Rights, the Philippines National Police (PNP), CSOs and other relevant stakeholders. • Conduct capacity needs assessments in the area of human rights governance through consultations with two to three cities in the Philippines. • Conduct a validation of initial reports to finalise products. The validations process should ensure agreement on the approach from key relevant stakeholders. • Develop a set of criteria, standards and principles of Human Rights Cities within the Philippines context, incorporating local and global best practices and experiences. • Develop and design capacity building tools related to Human Rights Cities in cooperation with the Commission on Human Rights Philippines, Human Rights Affairs Office of the PNP and the UN Joint Programme. • Develop a Human Rights Cities action plan for roll out in at least three cities in the Philippines. • Provide recommendations to the UN Joint Programme, Commission on Human Rights and DILG on the operationalization of Human Rights Cities and the BHRAC system in a way that effectively enhances the protection and promotion of human rights in the Philippines.

Qualifications/special skills

For this post a postgraduate degree in development, human rights, international law or an equivalent discipline is required At least 8 years experience demonstrating a strong understanding of local governance and human rights in the Philippines and/or similar global contexts Knowledge of Human Rights Cities or related concepts Strong analytical and report writing skills including knowledge of comparative writing, including experience of conducting KIIs and FGDs in the Philippines or similar contexts Proven experience in developing and delivering capacity building activities, ideally in the Philippines

Languages

For this post fluency in both English and Filipino is required
