Result of Service

Tangible and measurable outputs of the work assignment:

Develop a comprehensive and standard human rights curriculum for criminology schools in the Philippines based on international best practices and the national context;

Develop a plan of activities including a proposed consultation process, key stakeholders to be reached, and a timeline;

Conduct a desk review of existing human rights curricula in criminology schools, including analysis of strengths and gaps in existing curricula, and recommendations for improvement;

Conduct a desk review of best national and international resources for human rights curriculum design in criminology schools or similar settings;

Conduct Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs) and analysis of outcomes to inform the development of the human rights curriculum;;

Presentation of draft curriculum and recommendations for next steps to key actors, to validate the approach and ensure all views are included in the final product; Draft a final implementation plan with recommendations to be submitted to and institutionalized by the Board of Criminology.

Duties and Responsibilities

Under the supervision of the human rights officer responsible for police data, and in coordination with the UNJP Programme Coordinator, the consultant will:

Conduct desk review of existing human rights courses, syllabus and curriculum and learning packages of criminology schools in the Philippines;

Review international and national best practices for teaching human rights in criminology schools and similar settings, and analysis of modalities for incorporation of human rights into curricula in Philippines;

Conduct Key Informant Interviews with the Board of Criminology, selected criminology schools , the Philippines National Police Academy, UN agencies and other stakeholders.

Develop a human rights curriculum and standard human rights learning packages on human rights for criminology schools. This will include design of teaching modules, lessons plan, trainer’s/teacher’s guides, and the overall curriculum. This will include development of practical examples and case studies..

Conduct a workshop/roundtable with the Board of Criminology, other law enforcement agencies and relevant stakeholders to review and validate the draft curriculum, and incorporate recommendations received.

Prepare the final human rights curriculum for submission with a view to adoption by the Board of Criminology.

Qualifications/special skills

For this post a Masters Degree or equivalent is required whilst a doctorate is preferred.

Understanding of human rights curriculum development for law enforcement agencies

Strong understanding of adult education approaches including in academic courses

Strong understanding of human rights and policing, including domestic operational frameworks and international human rights standards

Strong analytical and report writing skills

Experience of conducting KIIs and FGDs in the Philippines or similar contexts

Languages

For this consultancy fluency in English and Filipino are required

The Office of the United Nations High Commissioner for Human Rights (OHCHR), under the leadership of the Resident Coordinator, is implementing the UN Joint Programme on Technical Assistance and Capacity Building for the Promotion and Protection of Human Rights in the Philippines (UN Joint Programme). The programme was established by UN Human Rights Council resolution 45/33.

In line with the UN Joint Programme workplan the UN Joint Programme is seeking to contribute to the development of standardized human rights curricula for criminology schools in the Philippines. Therefore OHCHR is looking to recruit a national consultant to conduct a comprehensive mapping and review of the existing human rights curricula of criminology schools and to develop a standardized human rights syllabus for criminology schools in the Philippines.
