Job Description
Objective: IRC’s Global Human Resources Department is seeking to review and revise its Human Resources Policies and Procedures across all Human Resources functions to ensure they are compliant with Federal Acquisition Regulations (FAR), the United States Agency for International Development (USAID) Acquisition Regulations (AIDAR) and the Department of State Standardized Regulations (DSSR). IRC is seeking an expert in HR requirements specific to USAID Acquisition to revise and develop compliant HR Standard of Procedure (SOPs) which include accompanying templates, tools, resources, and training.
Proposal Requirements: Individual Consultants are asked to submit their resumes and proposals in either fixed cost or Not To Exceed cost formats to:
1. Review IRC’s existing Human Resources policies and procedures and templates across all functions.
2. Revise/develop specific Human Resources policies and procedures that are complaint with the FAR, AIDAR and DSSR.
a. The SOPs should be compliant with all USG acquisition regulations but should cover at a minimum all Human Resources requirements specific to USAID (AIDAR).
b. The SOPs should cover all human resource functions, including compensation, benefits, allowances, waiver request templates and more. The SOPs should cover requirements applicable to US Citizens, Third Country Nationals (TCNs) and Cooperating Country Nationals (CCNs).
c. In developing the SOPs, the consultant should, when possible, track the IRC’s current Human Resources SOPs to the extent they are compliant with the FAR and other applicable regulations (AIDAR). When changes are needed, the consultant should ensure the changes are fit for purpose, taking into consideration IRC’s ways of working and implementation environment.
d. The SOPs should include templates, tools, resources, and training materials that are needed to successfully communicate and implement them across the IRC.
3. Advise on any other personnel systemic requirements beyond policies and procedures which are required or are best practice when implementing acquisition awards.
4. Develop training materials and provide training to key Human Resources functional leaders on FAR/AIDAR/DSSR compliance management requirements
Project Deliverables:
1. Analysis of the IRC’s Human Resources policies, procedures and templates to identify changes needed to be compliant with acquisition regulations (FAR, AIDAR), DSSR).
2. Develop the complete set of policies, procedures (including templates, tools and resources) for use when hiring and managing staffing affairs under USG acquisition instruments.
3. Complete FAR/AIDAR/DSSR Human Resources training materials (Power Point Presentation deck or other format in agreement with IRC)
4. Deliver training to key Human Resources Functional Leaders and Partners who will be managing USG contracts in the future.

Timeframe: Revised policies and procedures must be completed, reviewed and accepted by IRC by Jan 31, 2023.
