IOM Lebanon heads the migrant sector in Lebanon, as part of the Emergency Response Plan (2022). The sector was created to respond to migrants’ protection needs in Lebanon, as well as to ensure migrants’ access to assistance across other humanitarian sectors. IOM, as well as the migrant sector partners, are increasingly working with migrant community members of different nationalities (and with different mother tongues, and command of English) as community outreach workers, volunteers and community representatives and advocates. Outreach with and through migrant community members has greatly succeeded in overcoming access barriers, such as language barriers, lack of documentation/irregular status and them being survivors of exploitation, trafficking and/or abuse. Research also shows that most migrant community members are more likely to trust information coming from within their community and from a community leader, compared to a humanitarian organization or aid worker. At the same time, there have been some cases of migrant community members/representatives who have exploited their position in the community to take payment for referring a community member to get humanitarian assistance, or even worse, force other community members into exploitative working condition and/or trafficking. Migrants in Lebanon are also at high risk of sexual exploitation and abuse (SEA). One of the ways the migrant sector seeks to reduce these risks, has been to develop a Code of Conduct for migrant community volunteers/representatives, which lays out in very simple language the key requirements and responsibilities they would take on for the organization (whether IOM or a partner organization or service provider). The Code of Conduct draws from standard ones used by IOM and other organization, but with a simplified language and using examples relevant to the Lebanese context. And, as migrants are facing systemic discrimination and abuse, many having survived highly exploitative working conditions with little to no ability complain or report abuse, it was also key for us to show the reciprocity of the Code of Conduct by underlining the responsibility of the organization and its staff towards the migrants and beneficiaries. To ensure that the Code of Conduct is well understood by migrant community members, we seek to translate it into the 8 most common languages among migrants in Lebanon.

IOM Lebanon has developed a Code of Conduct of 1.5 pages in simple English to be used when hiring and/or engaging migrant community members as outreach volunteers or community leaders. The Code of Conduct also shows what requirements the migrant volunteer/representatives can expect from humanitarians, and how/where to report if there are any breaches. To ensure that the Code of Conduct is well understood by migrant community members from multiple nationalities and with varying command of English, we seek to translate it into the 8 most common languages among migrants in Lebanon.
