As outlined in the third pillar of its Strategic Plan for 2024-2028, IOM works to unleash the potential of migration by assisting States to establish, expand and enhance regular migration pathways, while reducing irregular migration. To this end, IOM’s office in Lebanon manages programmes that take a systematic approach to supporting the ecosystem for vulnerable refugees and Lebanese to access regular migration pathways. This begins with the identification of vulnerable individuals and groups, working with Technical Vocational and Educational Training (TVET) providers to ensure training is targeted for employment-related mobility opportunities, facilitating ethical recruitment and decent work, and assisting in the preparation for safe and orderly migration, including through skills mobility partnerships.

The assigned UN Volunteer would support the Senior Regular Pathways Specialist in the development of the Regular Pathways Unit and implementation of related projects and programmes. This includes engagement with relevant government ministries, private sector employers and associations, academic institutions, think tanks, and civil society organizations. Additionally, the successful candidate would play a coordination function within IOM related to regular migration pathways, within the country office, with other IOM country offices, with regional office and headquarters. Finally, the successful candidate will work within the programmes team to support project development and implementation, as well as assisting senior management staff as needed.

Under the direct supervision of the Senior Regular Pathways Specialist, the UN Volunteer will undertake the following tasks: • Support ongoing projects by assisting in project planning, coordination, and execution, with a focus on IOM’s regular labour pathways programmes, supporting complemen-tary pathways for Syrian and other refugees in Lebanon as well as regular labour, edu-cational and other pathways for Lebanese citizens to respond to current and emerging crises. • Assist in project monitoring and evaluation, as assigned. • Conduct research on specific topics, related to regular migration pathways available to Syrian and other refugees as well as Lebanese individuals, particularly labour mobility schemes. • Support project development and fundraising, focusing on programmes that promote labour mobility for refugees and Lebanese youth, and related skills development inter-ventions such as skills mobility partnerships.
• Assist in the preparation of high-quality reports, including donor reports, situation re-ports, and other relevant reports, in coordination with relevant staff. • Assist in planning and organizing events or meetings. Coordinate logistics for work-shops, seminars, or conferences, and provide on-site support as needed during events. • Contribute to the development and implementation of a communications plan and other visibility materials. • Perform such other duties as may be assigned.

Political and economic volatility in Lebanon is high and general awareness of the country’s developments is important to remain informed of potential risks and dangers. Health access is typically available through private hospitals and their associated referrals to secondary care. Security in country is generally stable, with low (though rising) rates of crime, however since October 7, there have also been exchanges of fire between Israeli and Hezbollah forces which have displaced over 90,000 people. UN Staff receive up to date Security guidance from UNDSS and are restricted from travelling to conflict affected areas.

Public violence related to local disputes, political rivalries are sporadic but do occur occasionally, particularly in rural remote areas, such as the border areas with Syria. Roads are functional, and traffic rules generally followed with easy travel within country, expect during winter where snowfall leads to inaccessible roads at high altitudes. Lebanon has much to offer recreationally. Beirut and other major urban centres have many restaurants, cafes and/or bars, and nightclubs. Beach resorts, both public and private are open from May to September. Nature activities in the mountains are also possible, particularly hiking, or mountain biking, rock climbing etc. Arabic is the national language, with Lebanese dialect most spoken. English and French are widely spoken, particularly in urban areas.
