The Regional Office for Europe and Central Asia (ECARO) supports Country Offices and Governments to advance towards the full realization of all child rights across the region. The Regional Office plays both a technical advisory and oversight role, guiding country offices in designing, implementing and documenting results for children. The Technology for Learning and Development (T4L&D) Officer will be part of the ECARO Human Resources (HR) Team. Under the supervision of the HR Specialist, the T4L&D Officer will support the implementation of the 2024-2025 ECAR Learning Strategy, by implementing technology solutions that improve efficiency and internal communication, coordinating learning initiatives, monitoring and reporting on learning data, supporting effective project management, and providing overall support to ECARO HR to build and sustain an effective learning and development culture.

• Design, create and maintain the Europe and Central Asia Region (ECAR) Learning Intranet page (on Microsoft Sharepoint) and the ECAR Learning Calendar up to date. • Supports project management for learning and development (L&D) initiatives in the Region, organizing timelines, tracking deadlines and following up on agreed actions. • Develops communication/internal marketing materials related to the implementation of ECAR’s Regional Learning Strategy. • Designs and develops online tools and dashboard to facilitate nominations, invitations and enrollments for ECAR learning initiatives/programmes. • Designs and develops an online tools and dashboards to gather and analyze impact from the ECAR learning initiatives/programmes for further dissemination with ECAR Chief of HR and ECARO HR learning focal point.. • Liaise with external coaches, facilitates the connection between coaches and staff as appropriate. • Performs other duties as required related to activities on technology for learning and development.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day, 5th of December).
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
  • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities (for instance at https://vra.unv.org),
  • Contribute articles/wrjte-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
  • Assist with the UNV Buddy Programme for newly arrived UN Volunteers.
  • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

• A minimum of 2 years of professional experience in technology for learning and development, project management, Sharepoint webpage design and administration, communication or knowledge management is required. • Excellent written and verbal communication in English is required. • High level of proficiency in using the latest technology AI, ChatGPT, and other digital tools, including Microsoft Suite products (MS Word, MS Excel, MS PowerPoint, MS Forms, MS Sharepoint) is required. • Solid data and analytical skills, with the ability to interpret and draw meaningful insights is required. • Excellent interpersonal skills, cultural and social self-awareness, and the ability to work inclusively and collaboratively with a range of partners is required. • Creativity to design and create impactful messages, visuals and dashboards is required. • Ability to work and adapt professionally and effectively in a challenging environment, and the ability to work effectively in a multicultural team of international colleagues is a requirement. • Experience working in the United Nations or specifically in UNICEF is an asset

The Summary of UNV Entitlement (National Specialist): Paid in Turkish Lira

• Current Monthly Living Allowance (MLA) is USD 1,360 • Private insurance: Health, dental, life and dismemberment (100%) coverage by CIGNA • Entry allowance: USD 400 • Exit allowance: USD 113 per month and upon the satisfactory completion of assignment • Annual leave: 2.5 days accrued per calendar month • Free access to different learning platforms and UN & UNV network

Notes: 1) The allowances are in no way to be understood as a compensation, reward or salary in exchange for the volunteer work. 2) It's important to note that UNV assignments are volunteer assignments, not employment.

The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer’s service. Remarks: In addition to duty station specific vaccine requirements, appointments are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the appointment. It does not apply to UN Volunteers who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their contracts.
