Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In 2015, on 25 September, the United Nations General Assembly adopted unanimously the Resolution 70/1 Transforming our World: the 2030 Agenda for Sustainable Development and Sustainable Development Goals (SDGs). Gender equality and women’s empowerment is at the heart of the agenda, as numerous goals and targets address structural barriers to achieve equal rights and opportunities between women and men, girls and boys.

One of the key areas of concern is the economic empowerment of women. It is expressed in targets and indicators of SDG 5 (Achieve gender equality and empower all women and girls) and SDG 8 (Promote inclusive and sustainable development, decent work and employment for all). Progress toward it depends not only on the adoption of a set of public policies by governments, but also on the existence of an enabling environment and active engagement of the corporate sector. This is also relevant to the achievement of SDG 1 (Poverty Reduction), SDG 10 (Reduced inequalities) and SDG 17 (Revitalize the global partnership for sustainable development).

Launched in 2010 by UN Women and the UN Global Compact, the Women’s Empowerment Principles (WEPs) are a set of seven principles that provide companies a roadmap to become more gender-responsive throughout their value chain. The WEPs is the sole international framework that encompasses gender equality at all organizational levels, beginning with leadership and providing guidance for the workplace, marketplace, and community, underpinned by a strong emphasis on accountability and transparent reporting of progress. To date, more than 8,000 companies globally have signed the WEPs and in the Asia-Pacific region, more than 2,200 have made their commitment to adopt the WEPs. Momentum is growing at a rapid pace in the region, with more than 1,000 companies joining in the past three years alone.

Through WEPs as the guiding platform, UN Women would like to continue engaging companies, businesses and women’s economic empowerment champions to further adapt and implement the principles to become more gender-responsive organizations across their value chain.Targeting women-led enterprises and networks, multi-national companies, and relevant private sector stakeholders in the Philippines and Asia-Pacific region, UN Women hopes to grow and deepen relationships with the sector to further promote and achieve gender inclusive and responsive business and workplaces in the region.

This momentum is primarily brought about by the WeEmpowerAsia (WEA) programme implemented by UN Women, funded by and in partnership with the European Union, from 2019-2022, which leveraged the WEPs to accelerate commitment to and implementation of gender-responsive business conduct in the Asia-Pacific. The WEPs signatory community in the region grew from just 600 to nearly 2,000 by the end of the programme. Along with the increasing appreciation and application of the WEPs by businesses of all sizes and sectors in the region, governments and regional bodies have demonstrated interest in utilizing the WEPs framework for policy guidance and development. Country scorecards, roadmaps, and policy briefs for ASEAN governments were developed to support policymakers and decision-makers in aligning gender equality policies and corporate reporting criteria with the WEPs Framework. Examples of which include the adoption of new corporate reporting guidelines in India and a set of corporate gender equality guidelines in Indonesia. In some countries, government entities have also officially supported the Asia-Pacific WEPs Awards, an initiative launched in 2020 under the WEA programme to recognize private sector action for gender-responsive business conduct aligned with the WEPs and inspire and catalyze increased private sector action for gender equality through peer exchange. Annual Awards cycles from 2020-2022 generated more than 1,500 applications from over 1,000 participating companies across the Asia-Pacific. More than 300 leaders, business associations, companies, and SMEs have been awarded for their efforts.

The WEPs have been a key vehicle over the last decade to advance private sector commitment and action for gender equality and women’s empowerment, and the WEPs brand has become increasingly well-known amongst different sizes of businesses and governments across the region and globally. Building on the seized momentum created through the WEPs, UN Women is aiming to bring together WEPs signatories, champions, advocates, partners, aspiring WEPs signatories, and the broader ecosystem stakeholders in the Philippines and the Asia-Pacific region a two-day Asia-Pacific WEPs Forum that will serve as a platform and opportunity to:

  1. Exchange knowledge, practices, and lessons and build a stronger community of businesses and enablers advancing women’s leadership, participation, and empowerment in the world of work and business in line with the WEPs framework;
  2. Inspire other businesses, business leaders, and the broader ecosystem stakeholders to join hands in finding ways to meaningfully contribute to the Sustainable Development Goals (SDGs) and promoting an inclusive, equal, and sustainable future for all; and
  3. Launch the Asia-Pacific WEPs Awards 2024 and other knowledge products and tools useful for enhancing business performance for gender equality and women’s empowerment

In line with promoting UN Women’s work in the Philippines and broader Asia-Pacific, broadening and deepening its stakeholder engagement and further raising public awareness to promote women’s economic empowerment, UN Women is seeking a service provider with expertise and experience in coordinating, planning, organizing, implementing and rolling out key campaigns to promote and advocate for gender equality and raise awareness and spark meaningful engagement among key stakeholders both in the public and private sector, individual champions and the general public on key issues linked to women’s economic empowerment and the WEPs.

Specific tasks of this assignment would include:

  1. Planning, preparing, and organizing meetings and key events related to WEE and WEPs promotion:
    1. Organizing, coordinating and facilitating WEPs related events with a focus on the following:
    2. WEPs Asia-Pacific Forum
    3. 2024 Asia-Pacific WEPs Awards
    4. Private sector consultation/s
  2. Substantive support to the planning, organizing, and facilitation of the above events, which include:
    1. Support the development of overall Forum concept note and programme flow, particularly individual session designs, concepts, and briefing notes
    2. Draft invitations and manage overall registration process, from invitation to confirmation
    3. Work with the communications team in strategizing communications plan to gain visibility and public awareness utilizing various platforms, including securing engagement and/or working with influencers, advocates, and champions
    4. Coordinate with UNW ROAP team and country offices to support the finalization of the event, agenda, and specific sessions and identify resource speakers, moderators, facilitators, and other key people
    5. Act as the key focal point for the coordination of administration and logistics, especially working closely with events agency to ensure smooth organization of the Forum
    6. Documentation and report preparation that highlights accomplishments, lessons, challenges, and actions needed moving forward to further the work, including photo documentation/video highlights
  3. To promote and broaden stakeholder engagement and raise public awareness on women’s empowerment and gender equality, service provider is expected to:
    1. Support the resource mobilization efforts for the WEPs Asia Pacific Forum and future WEPs and WEE related activities
    2. Develop, coordinate, organize and facilitate WEE and WEPs related meetings/events
    3. Document and deliver report as to the output of the meetings

The consultant/technical consultant is expected to leverage on expertise, utilize strategic networks and platforms to deliver on the above and promote women’s empowerment and gender equality while adding to it the resources and groups already identified and working with the UN Women.

Required Skills and Experience

Education

  • Master’s degree (or equivalent) in International Development Studies, Social Sciences, Politics, Law, Human Rights, Gender, Women Studies, Economics, Marketing, Business Administration or related field.
  • A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Expereince

  • Minimum of 2 years relevant experience in planning and organizing, coordination, and facilitation services for diverse teams and service providers as well as multi-stakeholders consultations/discussions etc
  • Knowledge on women’s economic empowerment issues, concerns and programming is desirable
  • Experience in planning, organizing and coordinating regional/international events is desirable
  • Previous experience with UN Women and other UN agencies an advantage

Language requirement:

  • Strong written and communication skills in English and in Filipino based on sample written work

Contract period and work location

The total duration of the engagement is for a period from 21 August – 30 December 2023.

Evaluation

Applications will be evaluated based on the cumulative analysis:

  • Technical qualification (100 points); weight: (70%)
  • Financial proposal (100 points): weight (30%)

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation:

Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.

  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes. Any travel under this consultancy will be covered by UN Women as per our rules and regulations
