Job Title: TEC People Operations Specialist - Consultant

Type of Contract: Regular Consultant (CST) Level I

Division: Resource Management (TECR) in the Technology Division

Duty Station: This position could be Remote (working hours: GMT+1/UTC+1) or Rome based (depending on the selected candidate)

Duration: up to 11 months

ORGANIZATIONAL CONTEXT: The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. WFP Technology Division (TEC, formerly known as IT) is the digital business engine of the World Food Programme, providing the business with multi-pronged and resilient technical capabilities able to respond with the immediate agility required in conflict zones on the one hand and with the longer-term stability to cope natural disasters on the other. The TEChnology Division has embarked in a transformation journey to become a flexible, customer-centric, digital leader. The incumbent will work in the Resource Management branch of the TEChnology Division (TECR) under the direct supervision of Head of Talent and Development to ensure an efficient utilization of resources and support the divisional agenda by implementing innovative and effective people-related solutions. Specifically, he/she will be responsible for onboarding/offboarding processes, staffing data analysis and staffing reports for TEC Division and will support the workforce planning activities by reviewing the best contract modalities to be applied to TEC personnel.

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Implement WFP Staffing Framework in TEC by strategically advising the Head of Talent and Development and the Hiring Managers on the use of the right contractual modalities ensuring that TEC is able to attract and retain the best talents.
  2. Perform a range of people related processes, from onboarding to offboarding, to ensure effectiveness and smooth processes.
  3. Provide effective first level advice and guidance to colleagues in relation to contracts’ queries.
  4. Effective and regular communication and engagement activities with internal and external candidates to maintain a positive experience.
  5. Collaborate with the Corporate HR Contract unit acting as the first point of contact and seeking guidance on matters related to terms of reference, honorarium, contractual modality, etc.
  6. Draft workforce reports: any standard or non-standard TEC staffing reports needed internally or externally, or any ad-hoc business cases requested.
  7. Capture lessons learned to contribute to refining TEC people related processes and propose any related improvements.
  8. Partner with Hiring Managers to assess and support in terms of staffing needs.
  9. Coordinate the day-to-day activities of TEC Admin and Contracts team and provide guidance and mentoring.
  10. Other duties as required.

  • Workforce planning activities supported.
  • Reporting provided in a structured and timely manner.
  • Internal (colleagues) and external (candidate) experience increased.
  • Offering process improved in terms of length and overall experience.
  • Engagement created with Corporate HR Contract unit and within TEC.

QUALIFICATIONS & EXPERIENCE REQUIRED: Education:

  • University Degree in psychology, economics, physics, mathematics, data analysis or business management; HR specialization is a plus.
  • Training / courses in Organization Alignment, Job Evaluation are an asset.

Experience:

  • Minimum five (5) years of experience in HR roles (e.g., organizational design, people operations,) and in HR processes and systems.
  • Solid experience in using data to create data driven information.

Technical Skills & Knowledge:

  • Knowledge of UN/WFP HR processes and systems is an asset.
  • Knowledge of how to analyse organizational set-ups, structures and workforce composition.
  • Minimal knowledge of SAP system.

    Language: Fluency in oral and written English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable.
