Background Information – Asia Regional Health Cluster

The Asia Regional Health Cluster (ARHC) was established in 2018 for efficient delivery of grants and funds management, and the provision of quality pharmaceuticals and medical equipment. The ARHC aims to significantly impact the targets of UN Sustainable Development Goal #3 on good health and well being by expanding the population benefitting from UNOPS-managed health-related engagements across the Asia Region. The ARHC portfolio manages the Principal Recipient (PR) Programme of the Global Fund in Myanmar since 2011 and in Asia since 2013. The Global Fund, which has been providing financial support to the Greater Mekong Sub-Region for malaria programs since 2013, has selected UNOPS as a PR, responsible for delivering the targets set out in the grant agreements, in collaboration with selected Sub-Recipients (SRs) from the National Programmes, international and local non-governmental organizations and United Nations agencies.

UNOPS Asia Region Health Cluster (ARHC) is the UNOPS center of excellence for pharmaceuticals and health products procurement and as PR procuring health products for all its SRs under the GF funding and funding from MoHS Myanmar. The Supply Chain Management Senior Assistant will be working within the Global Fund PSM unit under the direct supervision of the Logistics Analyst and overall guidance from Logistics Officer, the incumbent performs and may supervise personnel in delivering, technical and support services covering specialized and non-specialized processes and transactions for discrete work areas in Logistics, ensuring efficient, client oriented and effective service delivery. The Supply Chain Management Senior Assistant promotes a client, quality and results-oriented approach, ensuring utilization of office resources in a most cost-effective manner.

Functional Responsibilities

Sub-recipient (SR) and Implementing Partner Support - Ensures effective and efficient provision of Logistical support meeting client needs and in compliance the policies and procedures governing UNOPS procurement activities, the procurement and quality assurance policies of The Global Fund as well as the governmental Laws and Regulations linked with the importation and distribution of goods and pharmaceutical products in country covering: - Coordinates and assists processes and services in shipment plans, transportation services and insurance, storage and delivery to clients. - Participate in physical verification of inventory items ensuring stores and equipment are being well maintained, and that supplies are stored safely and securely. - Communicate with the SR logistics team on shipment details and assist in related administrative matters. - Assist SR field implementation of in-country Logistics Management Information System (LMIS). Will require travel to states/regions/townships within Myanmar. - Assist in budget preparation and forecasting stock requirements for SR. - Analyse and review stock movements and supply data and ensure SRs maintain adequate stocks. - Prepares payment related documentation for certification purposes and assists in the payment process. - Assist Procurement and Supply Chain Management related activities.

Routine support to Team Management - Assist in management of Supply Chain Management/ Logistics team in execution of standard office transactions, processes and client services for work areas, ensuring full compliance with UNOPS rules, regulations, policies and strategies and knowledge of the work areas.

  • Assist in the engagement and provision of high quality results and services of the team through effective work planning, efficient coordination and performance management.
  • Perform other related duties as assigned.

    Knowledge building and Knowledge Sharing

  • Assist the training and learning initiatives for sub recipients on Logistics related topics.
  • Collect feedback, ideas, and knowledge about processes and best practices and utilize productively within the team and with the SR.

Education/Experience/Language requirements

Education

  • Completion of secondary school is required.
  • A Bachelor degree in Logistics and Supply Chain Management related field, Pharmaceutical Management related field, Business Administration or equivalent is desirable and may substitute some of the required years of experience.

Experience

  • Minimum of five years of relevant experience in logistics or supply chain management in national, international public or corporate and business organizations is required.
  • Knowledge of Good Storage and Distribution Practices established by the World Health Organization would be an asset.
  • Some experience in UN system organizations or INGO is desirable.
  • Proficiency in computers and office software packages (G Suite) and experience in handling web-based management systems is essential.
  • Experience in use of Enterprise systems is desirable.
  • Knowledge on implementation and managing Logistics Management Information Systems is desirable.
  • Logistics/Inventory planning background would be an asset.
  • Knowledge of government rules and regulations on Import/Export/Customs Clearance will be an asset.
  • Understanding of Incoterms 2020 required.

Language requirement - Full working knowledge of English language and Myanmar language is required.
