Overview

Conduct research and provide recommendations for accessible learning for persons with disabilities in UN.

You have:

  • An advanced university degree (Master's degree or equivalent degree) in fields like organizational development, behavioral science is required.
  • A minimum of 7 years of professional experience in complex project management linked to organizational development is required.
  • Experience in developing learning or skills development solutions for persons with disabilities in a large multicultural organization is required.
  • Experience working collaboratively with diverse stakeholders and building professional relationships is required.
  • Fluency in English (both oral and written) is required.
  • Fluency in French (both oral and written) is desirable.

Result of Service An analytical report highlighting successes, gaps, overlaps, and lessons learnt identified through the research.

A report with concrete recommendations for making learning and skills development accessible to the persons with disabilities in the UN Secretariat. Recommendations from this report will be used for devising future learning solutions for persons with disabilities in the UN Secretariat.

Duties and Responsibilities This consultancy is located in the Strategic Talent Management Service (STMS) in the Global Strategy and Policy Division (GSPD) of the Office of Human Resources (OHR), Department of Management Strategy, Policy and Compliance (DMSPC). The consultant will report to one of the Co-Chiefs of the Organizational Development Section (ODS).

The United Nations Disability Inclusion Strategy provides the foundation for sustainable and transformative progress on disability inclusion through all pillars of the work of the United Nations. Through the Strategy, the organizations of the United Nations system reaffirm that the full and complete realization of the human rights of all persons with disabilities is an inalienable, integral and indivisible part of all human rights and fundamental freedoms. The policy establishes the highest levels of commitment and a vision for the United Nations system on disability inclusion for the next decade and is aimed at creating an institutional framework for the implementation of the Convention on the Rights of Persons with Disabilities and the 2030 Agenda for Sustainable Development, among other international human rights instruments, as well as for development and humanitarian commitments.

The Organizational Development Section (ODS) is responsible for designing approaches to build a working environment that embraces the widest possible spectrum of diversity and provides an enabling and gender-sensitive workplace. It also builds a culture of engagement, leadership, accountability and result-orientation, based on the organizational values and competencies. With this organization-wide mandate, ODS plays key role in the implementation of the 2021-2025 Learning Strategy and developing innovative solutions for learning and skills development in cooperation with a wide range of partners.

Within limits of delegated authority, the Consultant on Making Learning and Skills Development Accessible to Persons with Disabilities in UN Secretariat will be responsible for the following duties:

  • In cooperation with entity focal points, conduct research on the status of staff members with disabilities in the UN Secretariat.

  • In cooperation with CDOTS and ITS, conduct research on any learning and skills development opportunities available to the persons with disabilities in the UN Secretariat.

  • Prepare an analytical report highlighting successes, gaps, overlaps, lessons learnt identified, and best practices through the research.

  • Provide concrete recommendations for making learning and skills development accessible to the persons with disabilities in the UN Secretariat.

    Qualifications/special skills Academic Qualifications: An advanced university degree (Master’s degree or equivalent degree) in the fields of organizational development, behavioral science, business or public administration, human resources management, social psychology, social sciences, or related fields is required. A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of relevant experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of 7 years of professional experience in managing and coordinating complex projects linked to organizational development, social development, learning, training, or related area in an international setting is required.

Experience in developing learning, training or skills development solutions for persons with disabilities in a large multicultural international organization is required.

Experience working collaboratively with diverse stakeholders and building trusted professional relationships with them is required.

Language: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Fluency in French (both oral and written) is desirable.
