On 6 February 2023, two devastating earthquakes, measuring 7.7 and 7.6 magnitude on the Richter Scale, struck Pazarcık and Elbistan in Kahramanmaraş in Türkiye. The initial earthquake was followed by over 9,136 aftershocks, have been reported by Turkish Disaster and Emergency Management Presidency (AFAD). The earthquake heavily affected the neighbouring provinces of Adıyaman, Kilis, Osmaniye, Gaziantep, Malatya, Elazığ as well as Şanlıurfa, Adana, Diyarbakır and Hatay, where around 13.5 million people reside including around 2 million Syrian refugees. Impacts have been felt across the 10 provinces in which a state of emergency has been declared (Adıyaman, Gaziantep, Kilis, Hatay, Malatya, Diyarbakır, Adana, Osmaniye, Kahramanmaraş and Şanlıurfa) and Elazığ. These earthquakes are the largest to hit Türkiye in the last century, and the most significant to strike the country’s south-east region in hundreds of years. The earthquakes and aftershocks have caused catastrophic devastation, with at least 9.1 million people in the 11 hardest-hit provinces likely to have been directly impacted. On the evening of 20 February, a 6.4 magnitude earthquake struck Hatay, with epicentre in Defne district. Several damaged buildings in the province collapsed, adding to the death toll. According to the latest statement, 44,375 people lost their lives, and 108,368 people were injured. In total, 2.2 million people have left the disaster zone. It is estimated that 528,146 of them were evacuated by official institutions. The SBC AAP UNV will extend support to implementation and monitoring of UNICEF’s ongoing programme interventions to strengthen SBC & AAP.

Purpose for the job: The SBC AAP UNV – under the supervision and guidance of the Chief of Field Office and in close technical collaboration with SBC Chief, colleagues from Emergency, Gender sections and other sections, will work to strengthen Community Engagement-Social Behaviour Change, and Accountability to Affected People/Community Engagement (CE-SBC and AAP). The UNV will be responsible for providing technical and operational support in the planning, coordination and implementation of SBC & AAP activities ensuring views and priorities of affected people are shaping programming and humanitarian response across FO programmes and operations.

Under the direct supervision of Chief Field Office (CFO) and technical guidance of SBC Chief, the UNV-SBC & AAP will perform following responsibilities in collaboration and coordination of relevant sections and staff in Field Office and Country Office. 1.Implementation, monitoring and evaluation of SBC & AAP activities:  Collaborate with internal and external partners to provide technical and operational support to implement SBC & AAP interventions.  Support quality assurance of UNICEF supported SBC & AAP projects and activities.  Conduct routine field visits to monitor quality of SBC & AAP activities and advise and support course corrections.  Recommend timely action to ensure the achievement of SBC & AAP results as planned and allocated.  Participate in workplans development and budget planning and management of programme funds.  Provide administrative and logistical support and background materials to carry out SBC & AAP activities and recommend operational strategies, approaches, plans, methods and procedures.

2.Evidence generation, knowledge management and monitoring for SBC & AAP:  Assist in evidence generation for SBC & AAP. Support/contribute to development and review of data collection approaches and tools.  Ensure aggregation of analysed and reported complaints and feedback of affected populations through deployment of standard tools and SBC & AAP focused questions in the humanitarian data gathering processes (information needs assessments, perception surveys, third-party monitoring, evaluation, etc.) to inform design and implementation of SBC & AAP interventions.  Provide inputs on SBC & AAP results into SitReps and other reports as needed. Develop case studies. Lead/support documentation of results in provinces.  Explore the best tools to use for SBC & AAP in the humanitarian context and population groups  Ensure a country aggregated picture of best practices in provinces and municipalities and knowledge learned with local and global stakeholders to improve learning.

  1. Assist in advocacy, networking and capacity building for adoption and scale up of SBC & AAP principles and approaches:  Assist in Gaziantep advocacy efforts on SBC & AAP including orientation of diverse stakeholders.  Assist in capacity building needs assessments on SBC & AAP and community engagement and facilitate/recommend training and other capacity building efforts for staff and partners.
     Organize and facilitate SBC & AAP specific training and or integrate SBC & AAP in relevant learning and other capacity building sessions for frontline workers and decision makers.  Explore, initiate, and maintain partnerships for SBC & AAP development and implementation. Facilitate national and local contracts for multi country SBC & AAP partnerships and stakeholder engagement through networking and proactive collaboration with partners.  Perform other related duties and activities upon instructions from SBC section.

Furthermore, UN Volunteers are required to:

•Strengthen knowledge and understanding of SBC and AAP (taking the relevant courses provided in Agora) as well as the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Outputs

• SBC & AAP interventions in targeted townships/areas are planned, implemented, and monitored. • Community-based volunteers/mobilizers are monitored and supervised on the planned activities and technical support and supervision provided as necessary. • Regular monthly, quarterly and bi-annual reports submitted with analysis of local findings, observations, good practices and lesson learnt. • The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs); • Age, Gender, and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in, and capacities developed • SBC & AAP materials and products are reviewed and documented

• Direct field level experience of one year or more in development/humanitarian program for specifically CE-SBC, AAP will be given preference over required years of experience*. • Demonstrate interest and/or experience of working with children in the development/UN organisation with focus on health, ECD, gender, ADAP, humanitarian response, education, protection including children with disabilities will be advantageous • Any previous experience in development/humanitarian programme volunteer or intern would be given preference over the required years of experience* • Full command of text and spreadsheet programs • High sense of responsibility, willingness to learn and take initiatives, excellent interpersonal communication skills and team player are important assets. • Ability to analyse quantitative, qualitative data or research/monitoring is preferred. • UN experience is desired.

Bachelor’s/ Master’s degree in Sociology, Psychology, education, communication, international relations, public relations, public or other related social science field is required.

Gaziantep, Türkiye is an essentially safe and easy place to live. Furnished and unfurnished apartments can be easily rented close to the office at reasonable prices. Supermarkets and grocery stores have all the essentials including a large choice of fruits and vegetables. In terms of social life, there are plenty of restaurants and bars, and a few sports possibilities. Health care is available and adequate. Türkiye is a unique country and UNICEF Gaziantep Field Office is a unique (humanitarian) operation. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.
