  • Excellent oral and written communication skills in Turkish and English. Arabic is an asset.

Job Description

The Humanitarian Access and Liaison Manager (HALM) is the person responsible for supervising the overall security situation in Türkiye, implementing security regulations & standards, providing access and security risk management guidance and support to all levels of IRC staff in the country office, managing critical incidents, and providing timely advisories to support the safe access and efficient delivery of program activities in the designated areas of operations. The HALM will support the Humanitarian Access and Security Coordinator (HASC) in updating the IRC Humanitarian Security Management Plan and Security Risk Assessment for Türkiye. The HALM will develop relationships with the stakeholders and facilitate humanitarian access where required. The HALM will help improve the effectiveness of IRC's activities in Türkiye by contributing to the design and ongoing adaptation of programming to ensure it is contextually appropriate. The HALM, with the technical support of the Türkiye Representative, will act as the regular point of contact for varied stakeholders and authorities in the program locations.

Responsibilities:

Security Risk Management (70%)

- Planning and documentation of all security-related field activities in Türkiye - Updating the Security Risk Assessments for Türkiye. - Updating the Security Management Plans (SMP) and all associated SOPs and Contingency Plans. - Evaluate and maintain contingency plans adapted to the local context, especially for hibernation, relocation, and evacuation. - Ensure the emergency phone tree is up to date and tested regularly. - Develop the office building evacuation plan with a practical drill. - Ensure that pre-arrival and on-arrival security documents are updated and relevant to the context. - Provide security briefings for all visitors and newly joined staff. - Monitor the political, social, economic, media, and military situation and identify trends relevant to security and access. - Obtain relevant security-related information from staff and field sites. - Keep records of incidents and maintain the incident tracker for record purposes and monthly reports. - Monitor on a regular basis and ensure IRC office/premises are well equipped with fire extinguishers, first aid kits, emergency contact list, and other security equipment as per the context. - Coordinate with the supply chain team for any safety-related issues including Fire, Health, and Vehicle Safety. - In close coordination with HASC, conduct security risk assessments of IRC’s new premises and new areas of programming intervention. - Identify and report information and events that could have an impact on IRC operations. - Participate in developing scenarios for the local context and dynamic. - Work closely with all IRC staff to ensure that safety and security incidents are reported in accordance with IRC standards. - Oversee and monitor the movements of visitors including airport pick up/drop offs. - Keep visitor tracking sheets up to date and ensure their whereabouts are recorded and they are reachable. - Supervise the security guards and ensure they are aware of their responsibilities. - Key point of contact on all security matters in Türkiye. - Support the HAS team during any crisis or escalation in Northwest Syria.

Access & Liaison (30%)

- Establish and maintain contact with various key stakeholders and local partners. - Work with program teams to increase acceptance in local communities where IRC implements projects. - In liaison with the IRC’s Türkiye Representative and at their direction, attend external stakeholder meetings. - Upon request, support Türkiye Representative in communication and engagements with humanitarian agencies and Turkish Authorities - Support the IRC Türkiye Representative on government affairs including approvals for meetings and workshops etc. - In coordination with Türkiye Representative, liaise with official authorities to work on activity and access permissions for Northwest Syria, when necessary. - Develop actor mapping for the local stakeholders and governance. - Facilitate visits of donors and other high-level visitors - Support staff in crossing from Türkiye into NWS and vice versa - Translating, following, and obtaining legal administrative documents related to the implementation of programs in collaboration with the different technical departments.

Staff Performance Management, Learning & Development

- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions. - Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team, and providing guidance on career paths. - As required, identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies. - Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions. - Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff. - Look for opportunities to support staff in their career growth, where appropriate. As part of the succession plan and nationalization goals, identify, train, and develop the capability and capacity of national staff to successfully transition roles and responsibilities, by the end of the assignment.

Qualifications

Language/Travel:

Excellent oral and written communication skills in Turkish and English. Arabic is an asset.

Travel: 20% to field sites in Türkiye as well as attending regional and global workshops and meetings.
