Background

In Türkiye, in line with its global Strategic Plan 2022-2025 and Country Strategic Note (2022-2025), and the overall UN Sustainable Development Cooperation Framework for Turkey (UNSDCF) (2021-2025), UN Women works towards the overarching goal of “Women and girls including those at greatest risk of being left behind fully exercise their human rights, enjoy a life free from violence and discrimination, and lead, influence and benefit from sustainable and inclusive socio- economic development towards the advancement of gender equality in Turkey”. UN Women works in four thematic

areas: (i) governance and participation in public life; (ii) women’s economic empowerment; (iii) ending violence against women and girls; and (iv) women, peace and security, humanitarian action and disaster risk reduction. In that framework, UN Women in Türkiye contributes to three outcomes of the UNSDCF: 1) Women and girls have improved and equal access to resources, opportunities, and rights, and enjoy a life without violence and discrimination. 2) By 2025, Persons under the Law on Foreigners and International Protection are supported towards self-reliance. 3) By 2025, governance systems are more transparent, accountable, inclusive and rights-based with the participation of civil society, and quality of judicial services is improved.

Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights and services in political, social and economic life and combat gender stereotypes, discrimination and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.

Since 2017, UN Women has been implementing a Refugee Response Programme which includes a twin track approach of strengthening the gender responsiveness of the overall refugee response under the Regional Refugee and Response Plan (3RP) and providing for targeted actions for refugee and host community women and girls to improve their resilience (provision of protection, livelihoods services and social cohesion support). UN Women supports women’s leadership in crisis response and recovery through community-based leadership and peer-to-peer solidarity actions, and by helping amplify women’s voice vis-à-vis policy makers, local and national authorities and international community. The Country Office collaborates with government institutions, local authorities, UN Agencies, CSOs to enhance the capacities of front-line responders and other relevant staff for a more gender sensitive approach to better take into account the different needs of girls, boys, women and men. Considering the protracted nature of the crisis, UN Women has evolved its refugee response program in Turkiye along the humanitarian, development, and peace nexus.

In the aftermath of the devastating earthquakes that struck the South of Turkiye on February 6th, UN Women has revised its Strategic Note to include a new Output on ensuring that women and girls impacted by the earthquake are provided with multisectoral services and support for their immediate and longer-term needs, and opportunities for their agency in the response. In line with this Output, UN Women Turkiye Country Office has started re-programming its existing projects and developing new ones also based on the experience, knowledge and the partnerships established under Refugee response Program. In support of the government-led response, UN Women works with partners from public institutions, civil society and other UN agencies in addressing the urgent needs of women and girls impacted by the earthquakes for essential supplies, information, psycho-social support and safety, while simultaneously preparing programs to respond to their longer-term recovery needs and restoration of livelihoods. Thus, UN Women contributes to meeting the practical lifesaving needs of women and girls while also addressing their rights to self-reliance, determination, protection and agency, to mitigate the risk of widening gender gap. Both in the short and medium-term, UN Women is: providing coordination and technical expertise and advice to the UN system to ensure that a gender perspective is mainstreamed in the overall response to the earthquakes and the recovery process; supporting the collection and analysis of sex and age disaggregated data and gender analyses; channeling funding through and advocating for local women-led, and women rights’ organizations and community groups to continue and expand their work in the post-disaster context; advocating for women’s leadership and full participation in humanitarian and recovery processes.

Reporting to the Deputy Country Director, the Programme Specialist exercises overall responsibility for planning, implementing, and managing UN Women interventions under the crisis response portfolio. The Programme Specialist works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi- lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

Duties and Responsibilities

1.Design and develop programme strategies in the area of gender responsive humanitarian action, crisis response and post-disaster recovery

  • Design and formulate programme/ project proposals and initiatives;
  • Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to gender responsive humanitarian action, crisis response and post-disaster recovery
  • Coordinate with UN agencies, national counterparts, donors, the UN Women Regional Office and other offices to ensure the Programme results are achieved and resources are managed based on best practices;

2.Manage the implementation and management of the CO crisis response programme

  • Finalize the annual workplan and budget and manage their implementation;
  • Manage the technical implementation of the programme/project; ensure synergies with other teams;
  • Manage the submission of implementing partner financial and narrative reports;
  • Provide guidance to personnel and partners on Results Based Management tools and performance indicators;
  • Organize project management meetings project review and/or evaluation meetings, as needed.
  • Oversee the preparation of call for proposals, selection and contracting of the implementing partners.

3.Manage technical assistance and capacity development to project/programme partners

  • Manage the implementation of technical advice and guidance. Develop and implement technical tools, and initiatives
  • Build and manage relationships with national partners to support implementation and expansion of the humanitarian/disaster response program; respond to any potential problems;
  • Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners.

4.Manage the monitoring and reporting of the programme/ project

  • Manage the monitoring of programme/ project implementation and finances using results based management tools;
  • Oversee field missions and review reports on monitoring missions;
  • Write quarterly reports and donor reports, focusing on results, output and outcomes;
  • Contribute to office donor and UN Women reports.

5.Manage the people and financial resources of the crisis response programme

  • Manage the programme budget and draft financial reports;
  • Supervise Programme Analysts and Technical Specialists; Mentor and coach personnel and conduct performance assessments;
  • Oversee recruitment processes, as necessary.

6.Build partnerships and support in developing resource mobilization strategies

  • Develop and implement partnerships and resource mobilization strategies;
  • Finalize relevant documentation on donors and potential opportunities for resource mobilization;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.

7.Contribute to inter-agency coordination on gender responsive humanitarian/recovery action to achieve coherence and alignment of UN Women programmes with other partners in the country

  • Provide technical support to the Country Director and the Deputy Country Director on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees as needed;
  • Coordinate with other UN agencies, government departments, donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts.

8.Manage advocacy, knowledge building and communication efforts

  • Develop and review background documents, briefs and presentations related to CO programme portfolio on crisis response and humanitarian action
  • Represent UN Women in meetings and policy dialogues on issues related to humanitarian action and post-disaster recovery as necessary;
  • Develop advocacy strategies and oversee their implementation;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Develop knowledge management strategies, products and methodologies on crisis response.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage

Experience:

  • At least 5 years of progressively responsible work experience in designing and managing humanitarian programmes, including in emergencies and protracted crises through the nexus approach with at least three years of experience with a particular focus on gender and protection .
  • Technical experience in humanitarian/refugee response inter-agency coordination is a strong asset
  • Experience working with, and building partnerships with governments, donors and civil society organizations internationally and/or in the field is required
  • Experience working in the UN System is an asset;
  • Experience working in the region is an asset;
  • Experience in leading/managing a team is an asset.

Language Requirements:

  • Fluency in English is required
