Org. Setting and Reporting

The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security, and environmental protection. ICAO is transforming its Secretariat into a more adaptive and collaborative organization demonstrating operational excellence. By 2027 the organization will have fully embedded a results-driven and people-focused culture and way of working. We will have a more transparent, accountable, efficient, and values-guided culture and, in collaboration with key partners and other stakeholders, we will be increasingly more innovative and agile. As part of ICAO’s Transformation Objectives, the Human Resources Branch (HR) within the Bureau of Administration and Services spearheads strategic projects and initiatives for People and Culture transformation. This is achieved through the initiation of the People First strategy, which serves as the cornerstone for a new HR and reshaping people and cultural transformations. The strategy aims to support key initiatives related to People Growth, Organizational Effectiveness, and the Employee Experience. These initiatives will enhance organizational agility, foster a positive culture, and elevate employee engagement. HR is enhancing its data and analytics capability, bringing data-driven insights and forward-looking systems in support of the people and culture transformation. Under the guidance and direct supervision of the Human Resources Specialist (Talent and Organizational Development), the HR Associate will work closely with the HR team and coordinate with ICT to develop and maintain HR data and analytics capabilities. This includes providing supports in optimizing the HR information system, developing people analytics, assisting in surveys and data analysis, and producing statistical reports, as well as supporting workforce planning activities. The selected candidate will be responsible for ensuring data accuracy, creating meaningful statistical reports, and assisting in data analytics to support key HR change initiatives and continuous improvements in HR.

Responsibilities

Function 1: (incl. Expected results) Human Resources Information System: Support and optimize HR information system to ensure they meet the needs of ICAO, achieving results such as: • Serve as a super-user for HR-related systems and applications, providing guidance to subject matter areas, and defining business requirements. • Utilize data management apps, PowerBI, and Power Apps, to streamline data analysis and reporting processes. • Collaborate with HR and ICT departments to improve functionalities and user experience of HR-related systems and applications. • Conduct regular HR data quality assurance to ensure accuracy and consistency and address any inconsistencies with relevant focal points. • Provide training and support to HR team members on HR information system utilization and data analysis. Function 2: (incl. Expected results) Data management and reporting: Prepares statistics and drafts analytical reports and conduct surveys on various aspects of human resources-related issues, achieving results such as: • Coordinate with HR and ICT to develop standard data template and reports, with full integration with ICAO Data Warehouse. • Assist in surveys and studies related to workforce planning, employee engagement, and conditions of service, etc. • Prepare tables, draft presentation and reports on survey results and key insights from the data analysis. • Timely preparation of statistical reports, analysis and projection required for working papers, information papers, reports, and briefings for Council, Committee on Governance (COG) and other committees, as required. • Accurate and timely preparation of statistics, summary reports and background information, etc., on workforce and other HR-related issues in response to specific requests from Member States, UN Inter-Agency Bodies, etc., or in relation to triennial and annual workforce planning and management. • Identify opportunities for enhancing the full employee life cycle through data analysis, surveys, benchmarking, and progress tracking to ensure continuous improvement and completion. Function 3: (incl. Expected results) People Analytics and Data Warehouse: Provides support in the development of people analytics dashboard and scorecard in support data-driven decision making and change management projects related to human resources management, including results such as: • Contribute to the development and implementation of HR dashboards and scorecards. • Maintain complex data models for HR metrics, including but not limited to turnover, recruitment effectiveness, compliance, employee satisfaction, and compensation analysis. • Generate timely and accurate reports for HR management teams to support strategic planning and decision-making. • Participate in the development, maintenance and update of the ICAO People Analytics Dashboard and other people management scorecards. Function 4: (incl. Expected results) Workforce Planning and Forecasting: Provides support and prepare statistical reports and analysis on workforce planning and forecasting, achieving results such as: • Conduct data analysis to identify patterns, trends, and insights. • Conducts gender/diversity forecasting and gap analysis to identify discrepancies, patterns, and trends. • Prepares the report on the status of ICAO workforce and other HR statistical reports. • Coordinate with stakeholders across bureaus and offices to gather relevant data inputs for workforce planning and forecasting models. • Utilizes statistical techniques and software tools to perform analysis and data modeling for future workforce needs. Function 5 (incl. Expected results) Performs other related duties, as assigned.

Work Experience

• A minimum of seven (7) years of progressively responsible experience in human resources management or a related field, within an international organization, Government or any large public sector organization is required. • Experience in the implementation and use of modern information and communications technology for processing and management of data is required. • Experience in the use of automated electronic integrated human resources information management systems is required • Experience in data analysis and preparation of statistical reports is required. • Experience in conducting research and surveys on HR issues is required. • Demonstrated experience using HR Data Analytics tools and cloud-based Enterprise Resource Planning (ERP) systems such as SAP, Oracle, SuccessFactors or Workday is required. • Experience in PowerBI and Power Apps is desirable.

Languages

Essential Fluent reading, writing and speaking abilities in English. Desirable A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).

Assessment

Please note that this is a locally-recruited position and restricted to Canadian Citizens, Permanent Residents of Canada and applicants with a work permit. It should be noted that this post is to be filled on a fixed-term basis for an initial period of three (3) years (first year is probationary for an external candidate).
