The SAP Payroll HR Operations Specialist reports to the Human Resources Officer (APS), P3.

Responsibilities- Responsible for the end to end running of payroll and associated activities for the different Agency payroll areas including, but not limited to Area, International, LDC, Daily Paid monthly regular payroll, ISP and Off cycle payroll; completes posting activities, resolves errors and ensures they are documented for audit purposes and system enhancement considerations, PF Withdrawals Agency-wide plus preparing Monthly Reports and Bank Files for Finance; provides advice to stakeholders on actions to be taken to ensure the smooth and timely running of the payroll; advises and participates in decisions when implementing new HR/ payroll initiatives and changing existing processes.

- Coordinates with HQ/ Field Human Resources and Finance personnel, ensuring that cut-off dates before payroll runs are strictly adhered to; reviews and follows up, prior to processing, on transactions related to payroll and other related staff entitlements.

- In coordination with the Human Resources Officer (APS), implements new changes to salary administration, resulting from management decisions (changes in contractual modalities, special allowances implementation, changes in working patterns, etc.).

- Analyzes data anomalies and contributes significantly to improving processes and service delivery.

- In close collaboration with Finance, IMTD and colleagues in human resources, introduces enhancements to the functionalities and business flow in relation to payroll and communicates changes to relevant staff; ensures the quality assurance of any changes done on the Payroll systems; this involves writing various cases and scenarios on the functionality of the change(s) requested; checks functions, reports and inquiries and provides comments to IMTD and Finance staff on the necessary changes.

- Initiates, updates and maintains a documented list of payroll issues; reviews and analyzes issues and entertains ways to enhance the payroll system and processes.

- Provides technical guidance, instructions, training and support to the Payroll/HR users Agency-wide.

- Coordinates actions with IMTD regarding software defects, new requirements and queries related to Payroll/HR package to ensure the system runs efficiently.

- Participates in updating reports on response / completion status of assignments for management decisions; ensures Standard Operation Procedures (SOPs) and blue print are up to date.

Education A university degree from an accredited educational institution in management information systems, accounting, business administration, computer science or a related field.

Work Experience At least six years of progressively responsible relevant experience in payroll/HRM functions and packages implementation and support, based on SAP is required.

Experience in Microsoft Development environments and customer services support is required.

Experience in conducting training is required.

Special Notice Type of Contract: Fixed Term Appointment

Duration of Contract: 3 years including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need.

Conditions of service Monthly basic salary JD 1098.900 plus special occupation allowance of 50.82% of the basic salary, which may change from time to time. Other benefits include monthly Provident Fund contribution (15% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable)
