Job Description

BACKGROUND The International Rescue Committee, one of the world’s largest humanitarian agencies, provides relief, rehabilitation, and post-conflict reconstruction support to victims of natural disaster, oppression, and violent conflict in 42 countries. The IRC has been working in Ukraine since March 2022, initially supporting emergency response and early recovery interventions for IDPs affected by the conflict. The IRC has a strong commitment to creating a culture of prevention on safeguarding in our workplace and in our programs – as well as a safe environment for reporting. We are determined to protect our clients and staff from safeguarding violations through prevention and, where misconduct is alleged, to take actions following a Zero tolerance approach. SCOPE OF WORK The Safeguarding Manager is responsible for supporting the IRC Ukraine response programme to protect clients and staff from safeguarding violations. S/he will work under the supervision of the Safeguarding Coordinator and will act as Coordinator in her/his absence. The Safeguarding Manager will coordinate with all functions across the response to include Safeguarding in day-to-day work and provide support to enable them to understand and fulfil their responsibilities. The Safeguarding Manager will share regular information with the Safeguarding and Staff Sexual Assault focal points (Safeguarding/SSA FP) nominated in each field office.

Allocation of duty station: The Safeguarding Manager will be based in Dnipro with regular travels to field offices.

RESPONSIBILITIES Awareness and capacity building Together with the Coordinator, HR and field office coordinators/managers: - Support the development and contextualization of training and awareness raising material. - Conduct the face-to-face induction on Safeguarding to new staff. - Ensure that refreshing trainings on Safeguarding to staff in field office and that training are documented with signed participants list. - Report on a regular basis to the coordinator how many training and awareness raising events have been done and learning from that. - Organize safeguarding talks with the staff and/or provide updates on Safeguarding during relevant meetings. - Develop, test Safeguarding communication material and display in the office (poster, leaflets etc.)

Partner support In coordination with the programme and partnership team - Ensure that all partners have done a safeguarding capacity assessment and coordinate regular safeguarding discussions with the partners. - Contribute to the partner safeguarding capacity development for partners by providing ongoing support. - Ensure that all partners have trained the staff involved in IRC projects.

Reporting - Work closely with the MEAL manager and team and provide necessary training/induction to the MEAL team. - Ensure safeguarding is included in the consultations that programme and MEAL staff facilitate with the communities. - Train frontline staff on Safeguarding whenever it is possible.

Communities In coordination with the programme and project staff - Act as safeguarding point of contact for clients and community and respond to issues they may raise. - Do regular project field visit and do regular consultations with communities and clients. - Support mobilisation of communities around safeguarding (identification of focal points within the community, establishment of committees within communities where safeguarding issues are discussed etc.)

Safeguarding incident management and survivor assistance If (and only if) asked to support an investigation or management of an incident, the safeguarding manager will contribute/ensure: - the survivor protection, assistance and care through referral and maintain follow-up. - the SOPs on Assistance to staff victim of sexual violence are implemented. - Support maintaining the mapping of services available for children and for SEA survivor in the field office location.

Building culture of safeguarding - Document, encourage and disseminate good practices. - Coach, support and develop staff understanding to ensure high standards of care, values, ethics, equality and diversity, policies. - Implement learnings from the incident to improve prevention in the field office. - Report concerns or challenges to the coordinator.

NOTE: The Safeguarding Manager will be required to manage all unforeseen issues and circumstances related to the safeguarding aspects and remain flexible to address them accordingly. S/he will work on any other related tasks assigned by the line manager. S/he will not undertake investigation into safeguarding concern.

EXPERIENCE: - At least 4 years work experience in the same or similar position (experience with an international NGO) - Minimum bachelor’s degree in Law, Psycho-social or similar fields and MBA degree is preferable. - Experience of Safeguarding within a professional setting. - Strong analytical skills in related to feedback mechanism, safeguarding, protection and similar matters

- Good communication and facilitation skills

- Demonstrated ability to handle sensitive situations diplomatically and possesses strong communication skills. - Ability to travel to other IRC field sites.

FUNCTIONAL SKILLS AND EXPERIENCE: - Excellent interpersonal and representational skills. - Good communication and report writing skills essential. - Strongly support gender balance and gender oriented - Remains productive when under pressure. - Demonstrates a systematic and efficient approach to work. - Flexibility and proven team player with ability to cultivate and maintain good working relationships with colleagues. - Strong analytical skills and sound judgement - Computer skills: MS Office package and Internet. - Fluency in spoken and written in Ukrainian and English.
