Roving Finance Officer
Description
Key Responsibilities:
Partner’s financial management
· Review and feedback to partners financial accounting data and ensure all correction is completed. Ensure all relevant supporting documentation is attached
· Monitor partner’s fund transfer schedule ensure timely submission
· Support partners with forecasting and submission of financial reporting as per agree timeline
· Familiar with donor policy and procedures and ensure partner receive orientation and ensure partner’s complies with donor rules and regulation
· Support spot check and audit by donor and coordinate with partner to ensure all relevant documents are received in line with sample listing
· Support the review of partner’s contract and develop financial reporting template in line with donor template
· Ensure partner maintain proper records of all assets and prepare the assets register
· Ensure properly archive all relevant supporting documentation and also archiving period required
· Coordinate with partners for new proposal budgeting
· Support for Partnership Agreement Preparation
· Ensure for budget revision by coordinate with partners
Focal contact for partner and partner capacity training
· Focal person for partner and close collaboration with partner finance staff
· Support Partnership Compliance Manager to provide kick off meeting and on-going training identified during partner assessment
· Regular visit to field visits to partner’s organization and prepare trip report
· Maintain good relationship with partners
· Provide recommendation for improvement and discuss with supervisor
Communication and collaboration with other function
· Provide supervisor/ Program/project Manager with partner financial performance and any possible challenges
· Inform other function relating to training need

Requirements
Skills and Qualifications
· Degree in Finance/ Accounting/ Commerce or LCCI Level III/ ACCA as an advantage
· Extensive experience in facilitating the capacity development of partners and sub grants
· Demonstrated skills in planning, needs assessment and training
· Good communication and interpersonal skills and confidence to liaison with different stakeholders
· Demonstrated expertise in financial and accounting management, coupled with exceptional organizational sklil
· Excellent in budgeting, financial reporting, auditing, grant or partnership management in NGO field
· 3-year Experience working with local partners and CSOs
· Ability to work both independently and cooperatively with team members and willingness to learn
· Proven computer skills (i.e. skilled with Microsoft Office programmes – Word and Excel)
· Excellent spoken and written in both Burmese and English
