Position Title: CSO Capacity Development Manager

Location: Yangon, with travel to the field

Line Manager: Localization Program Manager

Duration 9 months with possible extension

Position Summary

The CSO Capacity Development Manager (CCDM) is directly supervised by the Programme Manager and works closely with entire Programme team. The CCDM will lead the capacity strengthening of one CSO Network in Rakhine and its members under a FCDO-funded project. Moreover, the CCDM will take the role of the Civil Society Now (CSN) Coordinator for Myanmar, introducing, managing, coordinating capacity development efforts around the CSN platform and service. The CCDM will also engage with the partnership team and involve with internal and external meeting around civil society capacity development/localization including the INGO-F partnership workstream. The CSO Capacity Development Manager is asked to carry out other tasks as assigned by the line Manager as required, such as research, translation and interpretation.

Key Responsibilities:

Project Cycle Management

· Maintaining planning calendar and work plans for project implementation and communicating changes to team and partners.

· Assisting the Programme Manager in planning by providing input on cultural relevance of projects.

· Assisting in identifying needs and resources needed, maintaining documentation of needs and resources and helping build partner capacity in needs assessments and resource mapping.

· Oversee implementation of civil society organizations and partner capacity assessment. Develop capacity-building plans and provide mentoring in project management and support as needed.

Communication

· Ensures coordination, collaboration and best practice/lesson learnt sharing with other projects/sectors.

· Represent PIN on partners, working groups meetings and coordination meetings.

· Document M&E activities. Makes sure there is timely delivery and quality results, and that appropriate data collection procedures are developed/implemented for accurate tracking of performance indicators.

· Write monthly quarterly reports in English.

Administrative

· Cooperates with Administrative/Financial Officer on financial management of activities and cost-planning, and timely submission of all relevant financial documents from the field.

· Provides quality and timely administrative contributions as requested (reports, evaluation, financial and administrative documents, etc).

· Supervises compliance with donor and PIN internal guidelines and procedures in close coordination with Programme Manager.

· Provides English/Myanmar translation and interpretation.

Finance

· Supports financial planning of project activities

· Prepares contracts for suppliers

· Provides feedback to partners and CSOs about financial reports

· Supports field staff with financial planning of the project activities

Capacity development to CSO Networks and CSOs

· Review and potentially develop assessment tools for CSO Network and CSOs

· Identify needs for capacity building and plan trainings for Network and CSOs

· Coordinate internal trainers for capacity development of CSO Network and CSOs

· Translate key training materials

· Introduce CSN platform and manage CSN members contracting, engagement

· Provide technical training and mentoring to Network, CSOs

· Document best practices and lesson learned in CSO capacity development in order to enhance localization effort of the organization.

Additional asks:

· Support the partnership team with the Partnership Appraisal Tool and coordinate partners capacity development

· Provide relevant inputs to the CP Partnership strategy and guideline

· Coordinate with partnership and compliance to promote a joint vision and work on partnership

· Introduce CSN and promote the mainstreaming of the CSN

· Develop Concept Notes for capacity development innovation

· Attend any Localization webinar, training, workshop, meeting, working group

Other

· Provide input and build networks in search of new funding opportunities.

· Contribute to good team spirit and working relations by communicating in a timely manner, and being willing to work through challenges.

· Provide support and oversight as appropriate to partners to carry out assessments and research.

· Ensure all PIN administration, logistical, human resources and financial procedures are followed in relation to implementation of activities.

· Proactively deal with problems and issues that emerge during the project. Important issues that require immediate action that go beyond your job description and/or resources should be communicated as soon as possible to the Programme Manager.

· Conduct her/himself both professionally and personally according to PIN’s Code of Conduct and project Working Agreements.

· Perform other duties as needed.

Requirements

Skills and Qualifications

· University degree. Further study or training in community development, training/facilitation, conflict resolution/transformation preferred.

· Good understanding of Localization, partnership and local context.

· Professional experience in direct work on projects related to CSO capacity development, localization as well as civil society and community development. (4 years + desired).

· Experience in Project Cycle Management (all phases of the cycle including M&E, field trips, implementation, administration, etc.),

· Minimum one year of management experience

· Experience in cooperating with partner organization and CSO capacity building.

· Previous work for NGOs or international organization (INGOs, UN) is an advantage.

· Experience working with diverse groups and desire to build bridges between diverse communities.

· Willingness to learn to resolve issues in conflict settings.

· Good communication and interpersonal skills and confidence to liaison with different stakeholders.

· Excellent level of computer literacy - Word, Excel, Outlook.

· Flexible, dynamic and able to meet deadlines.

· Good in English and Burmese (speaking, writing and reading is essential), knowledge of and other ethnic language(s) is welcomed.
