Organisational Context:

The Kyrgyz Republic is a small, landlocked, mountainous country bordered by China, Tajikistan, Uzbekistan, and Kazakhstan with a population of just over 6.2 million people, mainly living in rural areas. After it gained independence from the Soviet Union in 1991, the economy grew, poverty fell, child mortality declined, and life expectancy increased. However, since 2008 there have been a series of economic and political setbacks, and now the pandemic and its socio-economic consequences increased the number of poor people in the country, because of reduced economic activities, decreased remittances, price spikes and a growing fiscal gap.

Within the current Country Strategic Plan (CSP) 2018-22, WFP supports the national Optimized School Meals Programme and community-based livelihood activities, which through trainings and/or asset creation activities provide for shock-responsive and productive safety net mechanisms that strengthen Social Protection in the Kyrgyz Republic, using both cash- and food-based interventions, delivery in rural and urban areas, including with climate change adaptation and disaster risk reduction focus. Guided by the new UN Common Country Framework, WFP is about to design the next CSP, continuing on a country capacity strengthening trajectory.

Job purpose:

To support all Operational Information Management and Performance Reporting (OIM & PR) activities and contribute to the establishment and presentation of standard operating picture of WFP’s programme portfolio and associated results that facilitate informed and timely decision-making at all levels throughout the organization, working in close collaboration with the Regional Bureau (RB) and facilitating the information exchange also with the Resident Coordinator Office (RCO).

KEY ACCOUNTABILITIES (not all-inclusive):

Reporting to Partnerships and Donor Relations, and with the strategic guidance of the country office’s management, in an emergency response with a direct reporting line to the Country Director, the Reports Officer will be responsible for the following:

1. Guided by RB coordination, ensure that standard OIM & PR procedures and templates are followed to drive the quality, consistency, and standardisation of information management and performance reporting across WFP.

2. Collate relevant information and data from media and local internal and external sources to facilitate and maximize the exchange of information and data flow between

- functional area networks in WFP, to provide operational awareness and understanding of events that may have humanitarian and/or operational impact, as well as

- the RCO and UN country team partners, where DRCU or other protocols get activated.

3. Support the collation and dissemination of political and humanitarian analysis, closely coordinated with the socio-economic expertise in the Vulnerability Analysis and Mapping team, pertaining to WFP’s current or future offerings in support of or complementary to Government humanitarian responses and donor policies, trends and preferences to ensure country specific input to WFP’s operational reporting.

4. Support the collation, analysis and communication of the ‘Essential Elements of Information’, pertaining to the operational environment and available human, financial and physical assets in order to facilitate access to timely and accurate information used at country, regional and corporate level.

5. Support the preparation of Annual Corporate Report (ACR) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation, logistics and resource management functions by coordinating to ensure coherence and quality of performance information, and on a monthly basis perform the same for the Country Brief.

6. Collaborate with counterparts internally as well as with the RCO, where applicable, to ensure consistency in information and data (both financial and operational), to complement WFP analysis and information shared in publications, reports and proposals.

7. Support the enhancement of the capacity of WFP staff and partners to effectively manage operational information and performance reporting, for example through scheduling the delivery of the OIM & PR training on core competencies.

8. In case of emergencies, collaborate with the RB by preparing, organising, and providing secretarial support to Operational Task Forces (OTFs).

9. Provide feedback on activities associated with the Corporate Performance Reporting Improvements.

10. Support the initiatives for developing improved, streamlined, and harmonized OIM & PR including drafting of OIM & PR related normative guidance, as required (incl. for operational and management meetings).

11. Support the assurance of defined quality standards in all processes and products, incl. donor reporting and other publications.

12. Ensure access to information through MS Teams environment and other information databases under development, supporting the ‘one source of truth’ approach with operational data reliably available, where possible real-time.

13. Other as required.

DELIVERABLES:

Monthly Country Brief, Annual Corporate Report, and ad-hoc reports as requested.

Donor briefs and reports.

Management minutes and Notes for the Record.

Operational data regularly updated and easily retrievable, with a QA role to ensure their consistent use.

Constructive contributions to improvement initiatives in the office related to OIM & PR.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

• Has experience in writing project documents, reports or proposals.

• Has data management (incl. data analytics and database management) skills.

• Is at ease working under tight deadlines, while coordinating information streams and deliverables.

• Has researched and analysed socio-economic trends, food security and/or nutrition, and understands the overall UN and WFP’s mandate and enabling role, offering capabilities across the humanitarian-development-peace nexus.

MINIMUM QUALIFICATIONS REQUIRED:

Education:

• Advanced University degree in Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

Experience: At least 2 years of progressive experience in story, report or proposal writing.

• Experience in collecting data and familiarity with M&E methodologies and key concepts.

• Ability to research, analyse and synthesize information related to complex development issues.

• Ability to integrate different experiences, methodologies, and approaches from a diverse range of stakeholders, and multiple sectors, through adapting facilitation techniques.

• Team player with the skills to coordinate the report development and deliver concise and quality drafts.

• Self-motivated and detail-oriented with the ability to work under pressure.

• Familiarity with the United Nations Editorial Manual and/or WFPs Editorial style guide is an advantage.

• Demonstrated track-record of putting together successful donor funding proposals and familiarity with the requirements of key development donors is also an advantage.

• In-depth knowledge of Kyrgyzstan’s development context, with a focus on food/nutrition security, education, livelihood, climate and disaster risk management, capacity strengthening and/or emergency preparedness and response, including ICT and logistics programmatic deliverables is preferred.

Computer skills:

Literacy in MS Office365 applications, incl. collaborative working through MS Teams (or similar tools).

Proven data analytics and management skills considered an advantage.

Language skills:

• Excellent knowledge of English and Russian. Knowledge of Kyrgyz language is an asset.
