This is a NPSA-10 contract. This kind of contract is known as National Personnel Services Agreement. It is normally only for nationals. It usually requires 5 years of experience, depending on education. More about NPSA-10 contracts.

At the final stage of COVID 19 related project in Kyrgyzstan, the Health Risk Assessment (HRA) of Bishkek Duty station was conducted to comprehensively review the health risks and available health services in Bishkek, Kyrgyzstan with a view to supporting the Country Team in decision-making about health risk management and health support planning. As part of health support planning, the assessors were requested to look at the entire operation of the UN Clinic to advise on the continuity, closure, or upgrade of the clinic. The second HRA was provided by WFP Medical Officers and UN Medical Officer in Kyrgyzstan in 2 duty stations: Bishkek and Osh.

As a result, final reports were submitted to UN Medical Directors for their review and approval. On 24/04/2023 UN Medical Directors endorsed the next recommendations: The main recommendation of HRA is to successfully incorporate primary and advanced care levels for UN personnel and their dependents, UN should continue to invest in a UN doctor. WFP Regional Medical office also emphasized that the role of the doctor could be as country clinical care coordinator with a strong focus on prevention and preparedness, as well as a facilitator to access health care by liaising with local providers and maintaining updated referral pathways. Ideally, this should be in the context of a basic UN clinic covering all Kyrgyzstan duty stations (onsite and online consultations)

Therefore, in order to continue medical consultations/services to UN personnel and dependents UNDP on behalf of UN Agencies operating in the country would like to recruit a medical doctor with relevant practice and expertise. The doctor will provide medical consultations for staff, support prevention measures, and treatment to ensure the physical and mental health of UN staff and their dependents, and advise the UN system on additional actions that could be taken in this area. S/he will also promote proper health care among staff (for example through webinars).

The Medical Doctor will be a part of the UN common services of the UN country team in Kyrgyzstan and administered by UNDP.

Duties and Responsibilities

Medical consultations:

  • Provides health education and health promotion programs.
  • Organizes/participates in addressing work environment and occupational health issues.
  • Follows-up patients on long sick leave, and external medical examinations.

Clinical Duties:

  • Undertakes clinical duties, e.g. walk-in clinic, emergencies.
  • Undertakes occupational health duties: pre-placement and periodic medical examinations prepare UN staff for traveling providing immunizations, travel kits, etc.
  • Refers staff to outside specialists as necessary.
  • Follow-up with outside specialists.

Medical Evacuation:

  • Activate MEDEVAC/RAC process, cooperate with respective local and headquarter offices of individual UN Agencies on all related matters in accordance with relevant UN Guidance/policies.
  • Follow up on evacuated cases.

General:

  • The UN Physician will be on call 24/7 to take calls from UN personnel.
  • Demonstrate good communication skills and adequate respect for UN personnel and their dependents as patients;
  • Ensure proper and clear documentation of clinical findings, treatment plans with follow–up recommendations.
  • Keep confidentiality on patients, treatments and maintain them at all times.

Required Skills and Experience

Min. Education requirements:

  • Doctorate (MD) or equivalent in medicine, including residency/internship in one of the medical specialties, preferably occupational medicine. Further certification in internal medicine or general practice is desirable.

Min. years of relevant work experience:

  • A minimum of five years of progressively responsible clinical experience in one of the areas of medicine, including at least 2 years in the Occupational Health field is desirable. At least three (3) years of progressive experience and practice in general medicine of which at least one year should be in Trauma and Emergency care and two years in Internal Medicine.
  • Two years of managerial experience in the medical field including budgeting, supervisory responsibilities, and resource management are desirable.
  • Experience in International Organizations with field deployments desirable. Experience in travel medicine related to Occupational Health is desirable. Experience with team and/or project management is desirable.
  • Previous UN medical system/international medical experience is desirable.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is expected.

Required skills:

Desired skills in addition to the competencies covered in the Competencies section:
