Background

Since 2007, IRC has worked with refugees and other vulnerable populations in Jordan. Working in coordination with the humanitarian community and the Government of Jordan, the IRC's assistance programs for children in Jordan include both camp-based (Zaatari, and Azraq camps) and urban-based refugee assistance (Mafraq, Ramtha, Irbid).

Job Overview/Summary

The Recruitment Senior Officer is in charge of finding the most capable candidates, who believe in IRC’s mission and are representative of the countries and regions in which we work. The Recruitment Senior Officer is responsible for guiding candidates through our hiring process and connecting them to opportunities to work at IRC.

From generating a talent pipeline and rosters to maintaining a successful offer acceptance rate, you lead the entire recruitment process. By using your knowledge of our programs’ hiring needs and search requirements, you effectively match candidates with the roles in which they will be most successful.

Major Responsibilities

- Respond to recruitment position requests and be well-versed in IRC Global HR Recruitment Policies. - Be responsible for the full-cycle recruitment process and directly recruit positions; develop candidate rosters, employ traditional sourcing strategies, actively network, and employ innovative, creative recruiting methods to hire the best talent. - Support implementation of IRC’s new Global HR Operating Policies and Procedures on Recruitment and ensure all recruitment activities are carried out in adherence to these standards; study and become versed in any local labor laws impacting recruitment. - Maintain Recruitment Tracking sheet and other relevant reports for accountability to key internal partners within the Jordan Country Program and Regional teams; be able to provide weekly, monthly, and quarterly Recruitment metrics when required. - Create and maintain a collaborative relationship with key global partners internally and externally including country program HR staff and Recruiters, Regional Teams, Senior Leadership Team Members, Partners, Universities, peer agencies, and the private sector. - Provide advice to hiring managers for clear and efficient recruitment processes. This includes educating hiring managers on the culture fit of candidates, retention risks, previous candidate feedback, and any other relevant concerns. - Promote the International Rescue Committee brand as an employer of choice in the region. - Expand the capacity of hiring managers to identify talent via improved interview skills & ability to specify critical needs. - Develop a deep understanding of the IRC’s culture and core values and align these with sourcing and attracting talent. - Create and implement key Talent Acquisition initiatives in alignment with regional strategies; such as maintaining rosters, creating minimum standards for recruitment across various projects, capacity building of hiring managers, etc. - Use regional and international job boards, be responsible for social media initiatives, and apply innovative sourcing methods to support recruiting objectives. - Partner with International Recruiters on dual-recruitment, pursuing national and expatriate candidate simultaneously for urgent positions whenever possible. - Travel to the field sites, attend various HR meetings, and partner with local schools/universities to build a solid reputation to promote IRC’s open positions. - Abide by internal rules and regulations addressed in IRC’s global recruitment policy - Work on fulfilling all assigned KPIs for this job - Provide daily/weekly and/or any other periodic or ad-hoc report as requested by the line manager. - Other recruitment responsibilities as assigned.

Position Reports to: HR Director

Indirect/Technical Reporting: Regional recruitment team

Position directly Supervises: N/A

Key Internal Contacts: This position requires close collaboration with the HR Director, HR Managers, Senior Management Team, Program Coordinators and all Hiring Managers within the IRC.

Key External Contacts: This position will require close collaboration with IRC Partners, schools/universities, other NGO networks, etc.

Qualifications

REQUIREMENTS:

- Minimum 5 years of experience with recruitment/talent acquisition required; experience in an international NGO context desired. - Demonstrated experience and ability to create, implement, maintain and improve recruitment strategies and systems in a high-volume context. - Bachelor’s or Master’s degree in Business, Human Resources or related field or equivalent professional experience. - Proven experience in recruiting senior-level positions required. - Strong project management and organizational skills as well as interpersonal skills are vital - Ability to work in a fast paced/changing, deadline-oriented environment. - Knowledge of Applicant Tracking Systems and experience using job boards and social media to attract talent; (i.e., Bayt.com, Akhtaboot, LinkedIn, Relief Web, etc.) - Solid presentation and communication skills; ability to convey information effectively; solid experience providing training and staff development is a plus - Proven sense of professional discretion, integrity, and ability to lead situations respectfully and to effective resolution. - Very strong proficiency in MS Word, Excel, and PowerPoint is required - Excellent management, interpersonal and negotiation skills and a demonstrated ability to provide excellent client service in a cross cultural context. - Diplomatic and strong competence in establishing positive working relationships with employees and all other team members to increase cooperation and productivity. - Fluency in English and Arabic is required

Working Environment:

This Position is based in Amman / Jordan, with frequent visits to IRC program sites and location in Jordan.
