The Lebanese Armed Forces (LAF) are the backbone of Lebanon's security and stability and play a critical role in strengthening State institutions and ensuring the extension of State authority over all Lebanese territory in line with UNSCR 1701. To sustain the LAF's operational readiness and the well-being of its service members and families, UNDP is implementing the LAF Livelihood Ecosystem Project, structured around four interconnected outputs: (1) enhanced well-being and food security of LAF service members' families; (2) strengthened access to quality social services; (3) enhanced operational readiness; and (4) strengthened Civil-Military Cooperation (CIMIC) capacities. Under Output 2, UNDP supports access to education for children of LAF service members, with selection criteria established jointly with the LAF. To operationalize this, a Standard Operating Procedure (SOP) for payments has been developed, which includes three core subprocesses: registration, verification, and payment. Registration subprocess: This involves collecting banking, payment, and enrolment information from both the educational institution and the LAF. The data collected leads to the creation of a master list of students and institutions eligible for tuition fee coverage. Verification subprocess: This is a critical step to ensure accuracy, transparency, and compliance with established criteria. It requires cross-checking student enrolment records, validating institutional data (registration documents), and confirming banking/payment details. Verification must be conducted jointly with designated LAF focal points to guarantee integrity and prevent duplication or error. Payment subprocess: Once registration and verification are completed, tuition fees are disbursed via the bank directly to educational institutions, based on the verified master list.

The verification component is essential to safeguard the credibility of the initiative, ensure that only eligible beneficiaries receive support, and maintain accountability in line with UNDP and LAF standards.

It is in this context that UNDP is recruiting a Record Compliance Assistant to support the project team in the review and verification of documents and payment subprocesses to ensure consistency and accuracy under the LAF Livelihood Ecosystem Project.

Under the supervision of the Project Officer, in close collaboration with the finance analyst, and under the overall guidance of the Project Manager, the UNV Record Compliance Assistant will:

Support the implementation of the education support through ensuring the integrity of the registration, verification and payment process for school tuition support. The role focuses on supporting the collection, review, and validation of documentation from schools and partner (LAF), confirming eligibility and preparing records for payment processing.

Specifically, the UN Volunteer will:

Support in collection and review of documentation

• Support in collection and review of documentation package received on students and schools such as school registration documents, proof of student enrolment, tuition invoice and relevant documentation required for payment processing in line with the Standard Operating procedures (SoPs) in place.

• Support the maintenance of updated databased of verified schools and eligible students and their documentation status;

• Support the monitoring of data quality throughout the data lifecycle and conduct verification and validation exercises to identify discrepancies, inconsistencies, and flagging the inconsistencies with the project team;

• Coordinate with relevant colleagues and stakeholders to resolve documentation issues or obtain missing documentation in a timely manner and maintain database integrity;

• Ensure documents meet eligibility criteria in line with the SoPs prior to payment approval.

• Support the validation of tuition amounts against approved school fee schedules.

• Ensure supporting documentation is complete and compliant.

• Support the preparation of final master list of eligible beneficiaries for finance/payment processing.

Support in documentation & record-keeping.

• Assist in maintaining records of (1) school verification documents; (2) student eligibility files (3) payment approval records and (4) bank transfer and payment documentation.

• Ensure confidentiality and secure handling of personal and medical data.

• Assist in preparation of audit-ready documentation in line with donor/organizational policies.

• Assist in providing periodic verification status reports.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in Beirut ((LAF premises and/or UNDP); with frequent field missions. National UN Volunteers are part of the malicious insurance plan. National UN Volunteers are expected to be culturally sensitive and adjust to the prevailing culture and traditions.
